2026/06/18 - Amendment 3: The solicitation amendment provides clarifications to the market:
In order to be considered, your entity must be registered in the System for Award Management (SAM.gov). If your entity registration is still processing through the system but has been submitted, please provide your registration papers with your proposal.
All construction work over $2000k is required to be compliant with the Wage Rate Requirements (formerly Davis Bacon). Please ensure that this requirement is incorporated into your construction cost proposals.
The USDA is able to accept a water cooler, serviced under the lease, in lieu of a water fountain.
The USDA requirement for parking lot paving includes drives and the parking spaces. Turnaround areas for large trucks and trailers must be surfaced with a minimum of gravel / stone to carry the toad of the large trucks and trailers.
2026/05/18 - Amendment 2: The response period for this solicitation has hereby been extended to 7/1/2026 . The USDA LCO and subject matter experts will be available to offerors for a layout / renovation review prior to the July 1st deadline, either virtually or onsite, upon offeror request. The USDA team is not available the week of June 1st and the week of June 22nd. Please reach out to the USDA LCO NO LATER THAN 5/27/2026 to request a layout / renovation review to ensure scheduling availability. .

Additional Requirements:
The Government wishes to lease space in an existing building, or in a building to be constructed for the Government’s use.
Offered space must meet Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the Lease.
The space offered, its location, and its surroundings must be compatible with the Government’s intended use.
A fully serviced lease is required.
Offered space and sites shall not be in the 100 -year flood plain.
Additional parking spaces may be located on-site and/or within 1/4 of a mile of the premises, pedestrian accessible.
Preferred first floor, contiguous space that meets accessibility requirements.
Sub-leases will not be considered.
USDA requires that the Lessor supply, install, and maintain a 200 SF exterior storage shed for USDA’s use onsite.
Pull through parking is required for trucks and cattle trailers, or if not available, an LCO approved alternative that meets the functional intent of pull through parking.

Any submission received without documentation of ownership and/or written authorization to represent owner(s) will not be considered until such time the documentation has been received. This documentation must be received on or before the due date for Expressions of Interest. In cases where an agent is representing multiple entities, written acknowledgement/ permission from each entity to represent multiple interest parties for the same submission must be submitted prior to the Expressions of Interest due date.
To submit an offer in response to a Request for Lease Proposals (RLP), the offeror must be registered and active in the System for Award Management (SAM) at SAM.gov. SAM registration will be a minimum requirement to submit a formal proposal in response to the RLP. It is strongly recommended that potential offerors register, verify, and/or renew their SAM registration on SAM.gov as soon as possible.
