UHF radios converted to VHF

Statement of Work (SOW) Project: VHF radios connection GENERAL INFORMATION 1.0 Scope of Work: An Air-To-Ground ELMR solution using Barrett VHF radios is to be developed at Air Operation NSA Souda Bay. Connected through custom made cables and the CCGW to inter-operate with the Navy ELMR system. 2.0 Background: NSA Souda Bay (NSASB) is a US Navy apron located on a Greek civilian airfield, inside a Hellenic Air Force (HAF) base. The HAF and the civilian airport have converted all of their radios over to VHF usage only. The requested upgrade will take NSASB’s existing radios and configure them for dual band use of UHF/VHF capabilities. CONTRACTOR REQUIREMENTS 3.0 Technical Requirements/Tasks: Contractor shall install all required equipment and software upgrades to NSASB’s radios, ensure radios meet Greek/UN licensing and usage requirements, conduct proper function test, provide adequate training sessions to members of NSASB Air Department and N6, provide short- and long-term technical assistance for troubleshooting and fixes to equipment. These tasks and training require a Motorola authorized technician. The vendor/Company will: ● Develop, produce and install three rack-mounted PRC 4080 mobile radios using the below items, on site in Souda Bay to existing rack space: Item Description Quantity Unit of issue 4080-00-01: PRC-4080 TRANSCEIVER. 3 EACH PRC-4080 VHF TRANSCEIVER DOCKING STATION W/ POWERED SPEAKER. 3 EACH 4080-06-01: 4080 PRC-4022 AC POWER SUPPLY MODULE - 24 VDC. 3 EACH 4080-03-10: 4080 BASE STATION 4022 DC POWER CABLE. 3 EACH 4080-02-02: 4080 DOCKING STATION RF CABLE. 3 EACH BARRETT PRC-4080 OPERATION MANUAL. 3 EACH TRANSCEIVER OPTION - 4080 BAND - MILITARY, UNLOCKED. 3 EACH TECHNICAL ASSISTANCE, INSTALL, TRAINING 1 LOT ● Configure Conventional Channel Gateway (CCGW). ● Test for proper operations. ● Provide training sessions to personnel ● Provide short- and long-term technical assistance for troubleshooting and fixes to equipment. -- 1 of 2 -- 2 The Customer will: The Customer’s authorized Point of Contact (POC) will assume responsibility for the installation and performance of all other equipment and work necessary for completion of this project: 1. Provide site access and escorts to the site where the equipment is located. 2. Provide primary Alternating Current (AC) power 3. Provide authorized frequencies and government POC to give information for programming and configuring guidance 4. Provide all necessary grounding in accordance with R56 standards. 5. Provide permits or any required approvals for mounting antennas, lines etc., as required. 6. Program the Ground to Air VHF radio to meet the local requirements 4.0 Government Furnished: The government does not intend to provide Government Furnished Material. 5.0 Deliverables / Schedule: The Contractor shall deliver the material within 90 days of the date of order. Once on station at NSASB, estimated time of required work: maximum four (4) working days. ● Work will be performed during normal business hours, excluding government holidays. ● Vendor will not be responsible for work delays caused by inclement weather, third-party equipment delivery, third-party vendors, site deficiencies, or delays caused by the Government. Any delay shall result in the Government having to issue a change order to cover additional charges and/or a revised completion schedule. 6.0 Travel: Contractor shall expect to be flown into and out of Chania International airport. Additionally, the requirement of a rental car and hotel reservation for the duration of equipment/software install, training of local personnel, and quality assurance of work done. 7.0 Contractor’s Key Personnel: Contract personnel are required to submit base access information to NSASB VCC, as soon as assigned, to arrange base access. Once car rental vehicles are obtain upon arrive, vehicle registration with NSASB VCC is also required for base entry. POC for base access is N6 Department head- Mr. Phil Rhodes 8.0 Security Requirements: All vehicles, used to deliver items to the base, will be subject to inspection at gate entry, including but not limited to military dog searches.
