STATEMENT OF WORK USARCENT HQ FACILITY UNINTERUPTED POWER SUPPLY (UPS) PREVENTIVE MAINTENANCE INSPECTION (PMI) AND SERVICES CONTRACT 1. SCOPE: Contractor shall provide all labor, tools, and parts, described in this Statement of Work (SOW) to perform Preventive Maintenance Inspections (PMI) and repairs to two Mitsubishi 9800A 750 Uninterrupted Power Systems (UPS) located in Building 1947, United States Army Central Command (ARCENT), Shaw Air Force Base, South Carolina. 1.1. BACKGROUND: This SOW applies to Two Mitsubishi 9800A 750 Uninterrupted Power Systems serial numbers Mitsubishi 9800A 200 09-7M73070-01 (1 each) and Mitsubishi 9800A 200 09-7M73013-03 (1 each). 2. WORK HOURS: USARCENT work hours are from 7:00am to 6:00pm local time Monday through Friday, except Federal holidays. Emergency circumstances may occur which require the contractor to perform actions outside of normal working hours. 3. GOVERNMENT REQUIREMENTS: 3.1. The Government will provide contractor access to building 1947 for use of bathrooms, water fountains, and break areas. 3.2. During conditions of inclement weather, the contractor may use the covered Loading Dock area to prepare all electrical wiring or testing prior to installation. 4. CONTRACTOR REQUIREMENTS: 4.1. The Contractor shall perform all work on-site at building 1947, located at 1 Gabreski Drive, Shaw AFB, South Carolina 29152. 4.2. The Contractor shall furnish all labor, supervision, tools, equipment, and parts, unless otherwise stated, to perform the requirements contained in this work statement. 4.3. The Contractor shall perform the following UPS System Preventative Maintenance Checks (GOLD) Semi-Annual System Checks: 4.3.1. Physical Inspections. • Visual inspection of environment for signs of impact to proper UPS operation. 4.3.2. Electrical Inspections. -- 1 of 7 -- • Verification of proper software versions and all adjustable parameters. • Verification of proper cooling fan operation. • Verification of proper display of system values. • Review event/fault history menus. 4.3.3. System Operational Check. • Verify UPS is supporting critical load and no alarms are present. 4.3.4. Follow Through. • Document and advise customer of all findings. • Review equipment operation and event/fault history with customer. • Make adjustments and take corrective action where possible. • Develop a remedial action plan with customer to address major issues. Systems Checks Performed Annually: 4.3.5. Physical Inspections. • Internal/external visual inspection of UPS cabinet for signs of dirt and other foreign material. • Visual inspection of internal components for signs of deterioration and or damage. • Visual inspection of internal wiring signs of looseness, deterioration and or damage. • Visual inspection of environment for signs of impact to proper UPS operation. 4.3.6. Electrical Inspections. • Verification of proper software versions and all adjustable parameters. • Verification of proper control power supply values. • Verification of proper converter/rectifier operation. • Verification of proper inverter operation. • Verification of proper cooling fan operation. • Verification of proper static/internal maintenance bypass operation. • Verification that system voltages and currents are within specifications. • Verification of proper display of system values. • Review event/fault history menus. 4.3.7. System Operational Check. • Verification of proper inverter forward & reverse manual transfer operation. • Verification of proper inverter forward & reverse automatic (fault) transfer operation. • Verification of proper external maintenance bypass operation. • Verification of proper emergency (back up) mode of operation (after battery check only). • Verification of proper operation of peripheral products. • Verification of proper operation of emergency power off (EPO) test. • Verify UPS is supporting critical load and no alarms are present. -- 2 of 7 -- 4.3.8. Follow Through. • Document and advise customer of all findings. • Review equipment operation and event/fault history with customer. (VRLA) Battery System Preventative Maintenance Scope of Work - System Checks Performed Semi- Annually: 4.3.9. Visual Inspections. • Inspect individual battery units for signs of electrolyte leakage, venting, overheating, terminal integrity, terminal corrosion, bulging, and general cleanliness. • Check battery room or area for proper temperature and ventilation. 4.3.10. Cleaning. • Battery cabinet interior / exterior free of dirt and debris. • Battery units free of dust and debris. 4.3.11. Data Recording / Measurements. • Battery cabinet name plate information including date code • Ambient battery unit temperature at or near the highest physical location in the battery string. • DC float voltage for each individual battery unit. • Measure and record each battery unit’s internal ohm values. • Temperature of the negative terminal on each battery unit. • Measure for DC ground faults. 4.3.12. Battery Charger. • Verify proper battery string float voltage and charging current per manufactures Specifications. (VRLA) Battery System Preventative Maintenance Scope of Work - System Checks Performed Annually: 4.3.13. Measure and record all inter-cell and main terminal cable ohm values. Take apart and clean any connection that has an ohm value less than the manufacturer’s recommended value or has a value that decreased by more than 20 % below the baseline value. Any loose connections that are found will be torqued to the battery manufacturer’s recommended value. 4.3.14. Requires DC breaker to be opened or UPS charger to be off (contingent upon customer approval). Remedial Action: -- 3 of 7 -- 4.3.15. Develop remedial action plan with customer to replace battery units where test values fall outside of the threshold. 4.4. The Contractor and all personnel working under this contract must have experience in emergency response equipment installation as well as an advanced knowledge of working with el
