DEPARTMENT OF THE ARMY U.S. ARMY CORPS OF ENGINEERS 441 G STREET, NW WASHINGTON, DC 20314-1000 CEHEC-AP (95-2f) September 2, 2026 Requirement Statement / Purchase Description SUBJECT: Replacement of Unmanned Aircraft Systems (UAS) for USACE Aviation Program Office Training Fleet 1. Requirement Description: a. The U.S. Army Corps of Engineers (USACE) Aviation Program Office requires the purchase of five (5) Skydio X10 Unmanned Aircraft Systems (UAS), five (5) Skydio 3D Scan for X10 licenses, and ten (10) additional Skydio 150W batteries for the X10 UAS in order to update and sustain its UAS training fleet. b. The USACE Aviation Program Office is responsible for conducting UAS Basic Qualification training for USACE personnel. The current training fleet consists of Skydio X2 UAS, which are no longer in production and have been replaced by the Skydio X10 platform. In addition, portions of the current X2 training fleet are no longer flight worthy, and some existing batteries are unserviceable. c. This purchase is required to replace aging and unserviceable training equipment and to ensure the training fleet reflects the current UAS platform being used by USACE personnel in the field. Procuring the Skydio X10 systems and associated software licenses and batteries will enable the Aviation Program Office to maintain relevant, standardized, and effective training capability aligned with current operational use. 2. Items Required: • 5 each – Skydio X10 UAS • 5 each – Skydio 3D Scan for X10 license • 10 each – Skydio 150W battery for X10 UAS 3. Purpose/Need: This requirement supports the continuation of USACE UAS Basic Qualification training by replacing obsolete and deteriorating training systems with the currently fielded -- 1 of 2 -- CEHEC-AP (95-2f) SUBJECT: Replacement of Unmanned Aircraft Systems (UAS) for USACE Aviation Program Office Training Fleet 2 platform. This ensures trainees are instructed on equipment that matches operational use across USACE and supports safe, effective, and standardized training. 4. Justification: 1. The USACE Aviation Program Office is responsible for UAS Basic Qualification training. 2. The current Skydio X2 training systems are no longer in production. 3. The Skydio X10 is the successor platform to the X2 and reflects the currently used fielded capability. 4. Some existing X2 aircraft are no longer flight worthy. 5. Some existing batteries are unserviceable and require replacement. 6. Updating the training fleet is necessary to maintain training relevance, readiness, and safe operations. 5.
