Description

SCOPE OF WORK SECTION C - DESCRIPTIONS AND SPECIFICATIONS TECHNICAL SPECIFICATIONS PERFORMANCE REQUIREMENTS FOR ARCHITECT-ENGINEERS SERVICE 1) GENERAL. These technical specifications supplement Block 6 of Standard Form 252 and set forth the general requirements for the performance of the various services required under the contract. a) The Architect-Engineer shall perform all or part of the following engineering and design services as more specifically identified in each Task Order: i) Obtain necessary permits, licenses, and approvals from all local, State, and Federal authorities as are necessary for the performance of the Architect - Engineer's services. Should it become necessary in the performance of the services for the Architect - Engineer to secure the right of ingress and egress to perform any of the services on properties not owned or controlled by the Government, the Architect - Engineer shall secure the consent of the owner, his representative, or agent, prior to effecting entry on such property. In the event the owner requires the payment of any fee for a license to enter upon and/or use such property, the Architect - Engineer, when so directed by the Contracting Officer, shall pay such fee and obtain a receipt, therefore. The expenditure covering such fees shall constitute a reimbursable item under this contract, and the Architect - Engineer, upon presentation of a voucher therefore, duly supported by proper receipts attached thereto, shall be reimbursed for the full amount thereof. ii) Utilize pertinent Government designs, drawings, specifications, standards, and other reference data as necessary in the performance of the work. iii) Prepare, subject to the approval of the Contracting Officer, preliminary studies, sketches, specifications, and layout plans and reports including cost estimates of the proposed project and of all structures, utilities, and appurtenances thereto. Revisions, initiated by the Contracting Officer, to the original scope of work issued in any Task Order and which results in a change and resubmission of such studies, sketches, plans, or reports will because for consideration of an adjustment in the contract price as provided in the "Changes" clause of this contract. iv) Prosecute the various design services as described hereinafter in Section C, such services being prosecuted to the extent set forth in individual Task Orders to be issued hereunder. -- 1 of 21 -- b) The Architect-Engineer shall perform the following construction phase services as more specifically identified in each Task Order: i) During the project construction period, the Architect - Engineer shall check shop drawings, materials, fixtures, equipment, samples, plant materials, material and color schedules, and other pertinent information submitted by the construction Contractor in accordance with the contract plans and specifications and shall approve or reject such items in accordance with the determination of their conformity to the contract plans and specifications. ii) During the project construction period, the Architect - Engineer shall perform additional miscellaneous design services pertinent to the on-going construction, as set forth by individual Task Orders. iii) After the project construction, the Architect - Engineer shall prepare record (As- Built) drawings from information verified and provided by the Government. 2) ARCHITECT-ENGINEER SERVICES. The Architect-Engineer under each Task Order shall perform the services required to accomplish the intent of such Task Order. Task Orders may be comprehensive in nature involving the design or analysis of a complete structure or involve a single component or components. Task Orders may not necessarily be related but involve distinctly different aspects of various structures or may be sequential in progressing with the design or analysis of a project. The Architect-Engineer shall perform the services as described in detail by each Task Order and shall include, but not be limited to, the following items: a) INSPECTIONS AND REPORTS i) General. The Architect - Engineer shall conduct bridge inspections and prepare reports as required by the Task Order. Requirements for the inspections of civil works bridges are contained in ER 1110-2-111 “Periodic Safety Inspection and Continuing Evaluation of Bridges.” Requirements for the inspections of military bridges are contained in AR 420-1 and the interim Army Execution Strategy. The Architect – Engineer shall prepare a Periodic Inspection Report after all inspections. During the inspection and evaluation of any bridge, which indicates evidence of severe distress or potential failure requiring immediate remedial action, the Government’s Project Manager and the local POC, as identified in the Task Order, shall be immediately informed by a letter report. Most of the bridges are currently inspected on two-year intervals as required by Federal law. The Architect - Engineer shall conduct waterfront facility inspections and prepare reports as required by the Task Order. Requirements for the inspections of waterfront facilities are contained in UFC 4-150-07 O&M – Maintenance of Waterfront Facilities, UFC 4-150-08 O&M – Inspection of Mooring Hardware, and Standard Practice Manual for underwater -- 2 of 21 -- investigations, and ASCE 130 – Waterfront Facilities Inspection and Assessment Manual. The Architect – Engineer shall prepare a Periodic Inspection Report after all inspections. During the inspection and evaluation of any waterfront facility, which indicates evidence of severe distress or potential failure requiring immediate remedial action, the Government’s Project Manager and the local POC, as identified in the Task Order, shall be immediately informed by a letter report. Most of the waterfront facilities are currently inspected on four-year intervals.
