Page 1 of 10 PERFORMANCE WORK STATEMENT (PWS) U.S. ARMY CORPS OF ENGINEERS – NWP OPERATIONS CAD VECTORIZATION SERVICES 1.0 General Statement This is a Firm Fixed-Priced, five-year, Multiple Award Blanket Purchase Agreement (BPA) entitled NWP Operations CAD Vectorization Services. Requests for services will be made via a Call utilizing the pricing in this Agreement. The Period of Performance will be 5 years from the date of award. 1.1 The Contractor shall provide all personnel, equipment, tools, materials, software, supervision, and other items and services necessary to perform CAD services as defined in this Performance Work Statement (PWS) for the Portland District, US Army Corps of Engineers (USACE). Drawing types include civil, structural, mechanical, and electrical disciplines. The focus of the requirement is accurate, high production CAD work services and should not be confused with design services. 1.2 Services are not required to be performed at a physical USACE project site and rather will be performed at the Contractor’s place of business. The Contractor shall perform to the standards in the contract and comply with all local, state, and federal regulations during the services performed. 2.0 Definitions Throughout this agreement terms are defined as follows: Contracting Officer (KO): The Government employee who is authorized to enter into, administer, and/or terminate contracts and make related determinations and findings. Contracting Officer’s Representative (COR): The Government employee who has been authorized in writing by the KO as the Contracting Officer’s Representative, acting within the limits of their designated authority. Contract Discrepancy Report (CDR): A written record of unsatisfactory performance by the Contractor as observed by the Government. 3.0 Government Shall Furnish 3.1 Electronic drawing files may be delivered to the contractor in the following formats - Tagged Image File Format (TIFF), Portable Document Format (PDF), Portable Network Graphics (PNG), Joint Photographic Experts Group (JPEG/JPG), CAD files (.DGN and .DWG), or photograph. These files may also include red lines. -- 1 of 10 -- Page 2 of 10 3.2 DoD SAFE services for file transfer between Government and Contractor. 4.0 Contractor Shall Furnish The Contractor shall furnish all labor, equipment, and software necessary to perform the work required under this performance work statement. Contractor’s software shall remain current with the Government’s version of the following CAD software throughout the duration of the contract: Bentley MicroStation CONNECT, AutoCAD 2023, and AutoCAD 2025. Contractor shall provide a software list (brand, software, and version) for approval prior to beginning this contract. Any changes to the software list throughout the period of this contract shall be submitted to the COR. 4.1 The CAD services listed in section 9.0. 4.2 Quality control of CAD services (see paragraph 10.3). 4.3 Means of communication with the Government including email, phone call, web conference, and DoD SAFE file transfer systems. The Government may require periodic coordination meetings by teleconference or web conference. 5.0 Insurance Certificates Proof of Insurance shall be submitted to the contracting office within five days after both parties have signed the agreement. Insurance shall be updated annually and kept current throughout the life of the agreement. 6.0 Letter of Authority The Contractor shall provide and maintain throughout the life of the agreement, an up- to-date Letter of Authority outlining the individuals and the authorities granted within their company. This Letter of Authority shall contain the typed signature block, handwritten signature, and contact information for everyone granted authority with identification of the authority granted them. This Letter of Authority shall be signed by the individual who signed the agreement. 7.0 Subcontracting The Contractor shall notify both the Contracting Officer and the COR in writing, of any work to be subcontracted. Compliance with the provisions of this agreement by subcontractors shall be the responsibility of the Contractor. 8.0 Performance Standards and Requirements 8.1 The Contractor shall vectorize by drafting and/or update Government furnished resource materials (outlined in 3.1) using Bentley MicroStation CONNECT or AutoCAD 2023 software and shall make them available for the Government to download. Electronic files of the drawings or sketches will be delivered to the contractor for vectorizing. These files may also include redlines for incorporation. Existing CAD files requiring updating will be delivered to the contractor in Bentley MicroStation CONNECT or AutoCAD format with the accompanying electronic file including the red lines. All -- 2 of 10 -- Page 3 of 10 drawings shall conform to the current USACE CAD standards and NWD supplements seen in section 8.3, these will also be furnished by the Government at the time a call is placed. Vectorized files returned to NWD will be named according to the resource drawing name in the border. If the resource drawing is a sketch with no name in the drawing, the vectorized drawing will use the name of the resource drawing electronic file name. 8.2 Border and Models should be referenced into the Sheet. The Sheet or Border should never be scaled to the Model. General outline for sheets, border, and graphics requirements is provided in the A/E/C Computer-Aided Design (CAD) Standard Release (ERDC/ITL TR-24-3) pages 9, 28-29. Further supplements can be provided by the Government. 8.3 Some drawings/models might contain red line markups for incorporation in the final drawings. Unless otherwise determined after award and mutually agreed upon by contractor and Government the following convention for markups shall be followed: • Notes to the drafter will be made in blue ink. • Yellow highlighter shall be used by the contractor to track completion of redlines on the red line drawing. • No
