UNITED STATES COAST GUARD SCOPE OF WORK Chemical Feeder System Installation for Residential Well Water Systems North View Drive Housing Units - Guilford, CT 06437 Project Location 3, 5, 10, 11, 12, 13, 18, 20, and 24 North View Dr., Guilford, CT 06437 Contracting Officer Representative (COR) COYET A CARTER Normal Hours of Operation Monday through Friday, 0800-1500 Recommended Site Visit Bidders are highly encouraged to conduct a site visit before submitting a proposal. 1. Purpose The purpose of this Scope of Work (SOW) is to provide all labor, supervision, materials, equipment, tools, testing, startup, commissioning, cleanup, documentation, and warranty support necessary to furnish and install chemical feeder systems for residential private well water systems at the identified U.S. Coast Guard housing units on North View Drive in Guilford, Connecticut. The work is intended to treat existing well water conditions, including nuisance taste/odor concerns identified as a rotten egg smell, and to integrate new chemical injection equipment with the existing well, pressure tank, filtration, and household water treatment components as applicable at each occupied unit. 2. Background and Existing Conditions The existing residential well water systems include a combination of wellheads, pressure tanks, filtration equipment, softening or conditioning equipment, reverse osmosis/point-of-use filtration, piping, controls, and related components. The attached site photos show representative existing conditions, including interior mechanical-space water treatment equipment and exterior wellhead conditions. The Contractor shall field verify each residence, existing piping arrangement, available power, treatment layout, wellhead condition, and installation constraints before installation. System information from the provided vendor quote identifies existing water characteristics and treatment needs including hardness of 0.00, total dissolved solids of approximately 131.00, raw iron of approximately 1.00, pH of approximately 7.60, and taste/odor concerns noted as a rotten egg smell at the faucet. Hours of Operation and Occupied Housing Coordination Standard hours of operation are Monday through Friday, 0800-1500. Work time must be authorized by the COR because the housing units are fully occupied and access will require coordination and confirmation from the resident. The Contractor shall not enter any residence, mechanical space, yard, or associated work area without prior approval from the COR and confirmed resident access. The Contractor shall coordinate daily work sequencing with the COR, maintain a professional presence in occupied housing, protect resident property, and restore each area to a clean and safe condition at the end of each workday. 5. Site Visit Bidders are highly encouraged to conduct a site visit before submitting a proposal. The site visit is intended to allow bidders to verify existing field conditions, access limitations, wellhead locations, interior mechanical spaces, water treatment equipment, electrical availability, required piping changes, installation clearances, drainage considerations, and any conditions that may affect performance of the work. Failure to attend a site visit shall not relieve the Contractor from providing a complete and functional installation. 6. System Description The Contractor shall furnish and install chemical feeder systems and associated treatment components in accordance with the manufacturer requirements, applicable codes, and field-verified conditions. Item Requirement Chemical Feed Pump Assembly Pulsa Feeder / Pulsatron 30 GPD pump, pump control module, solution barrel, and associated chemical feed equipment. Carbon Filtration System Aquasential non-backwashing downflow system with 10 x 54 media tank, fiberglass tank, 2.0 cubic feet Cullar D+ media, or approved equivalent as required for the treatment objective. Program/Service Components PPM feeders and automatic filter-carbon program items as identified in the quote, where applicable to the final approved configuration. Associated Appurtenances Feed tubing, injection/check valves, fittings, isolation valves, sample taps, labels, supports, power/control connections, startup materials, and any additional minor components required for a complete operating system. Existing Equipment Integration Tie the new chemical feed and filter equipment into the existing well water system, pressure tank, piping, and water treatment components without adversely affecting existing serviceable equipment. 7. Scope of Work Requirements Conduct a field survey of each unit before installation and confirm the existing system layout, water line routing, pressure tank location, available power, drainage, filter locations, wellhead condition, and interior/exterior access limitations. Provide a complete chemical feeder system suitable for the well water treatment need at each residence. The final chemical type, concentration, and dosage shall be verified by the Contractor and shall be compatible with drinking water use and applicable ANSI/NSF requirements. Install the chemical feed
