Scope of Work CGC Stratton Hydraulic Cylinder Overhaul General Requirements 1. SCOPE 1.1 Intent. REQUIREMENTS 3.1 General. The Contractor must conform to all requirements specified in SFLC Std Spec 0000 and in this item, as applicable, during the performance of this availability. The requirements of this WI applies to all work under the scope of this contract, whether explicitly stated in all following work items or not, and to all other work subsequently authorized by changes, modifications, or extensions to the contract. 3.2 Period of Performance. The period of performance for this work is 15 June –10 Jul 2026 3.3 Location. SCOPE 1.1 Intent. This work item describes the requirements for the Contractor to remove, overhaul, and reinstall the Luffing Cylinder on the #4 Folding Boom Crane. The cylinder rod has pitting and corrosion which caused seals to begin leaking. 1.2 Government-furnished property. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). 3.1.3.1 Protection of fine surfaces. The Contractor must protect all fine surfaces in accordance with SFLC Std. Spec 5000. 3.1.3.2 Hydraulic system contamination protection. The Contractor must maintain existing hydraulic cleanliness in accordance with SFLC Std. Spec 5000. 3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below-listed: • Hydraulic piping and hoses NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.2 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. WARNING The Luffing Cylinder weighs 1700lbs. Failure to secure and control the cylinder during removal and installation can cause personnel injury or death and damage equipment. 3.3 Cylinder removal. The contractor must remove the luffing cylinder from the #4 folding boom crane in accordance with CG TP 7903. See Figure 1. 3.3.1 Clean and inspect all hoses, fittings, and hardware that were removed. Submit CFR. 3.4 Cylinder overhaul. The Contractor must remove from the cutter and overhaul the cylinder. See CG TP 7903 Appendix F for specifications. 3.4.1 Completely disassemble and clean all components for inspection 3.4.2 Inspect all components excessive wear, scores, nicks, corrosion, etc. Submit CFR. 3.4.3 Inspect and clean the bushings. 3.4.4 Strip, prepare, re-chrome the entire cylinder rod and machine to OEM dimensions per CG TP 7903 Appendix F. -- 3 of 4 -- 3.4.5 Reassemble the cylinder using new seals and gaskets. 3.4.6 Prepare and touch-up the cylinder in accordance with SFLC Std Spec 6310, feather edges for a smooth transition. Apply full topcoat. 3.4.7 The cylinders must be bench tested in accordance with CG TP7903 Appendix F. Zero leakage is allowed. Submit CFR. 3.5 Cylinder installation. The contractor must reinstall the overhauled cylinder on the #4 Folding Boom Crane in accordance with CG TP 7903. 3.5.1 After satisfactory operational testing, wrap all hose fittings in moisture proof tape. NOTE Weight tests will be performed under a different work item. 3.6 Operational test – post repair. After completion of work, the Contractor and CG Inspector must witness an operational test conducted by CG personnel. Ensure zero-leakage from the cylinder. 3.6.1 Overall cost increase from CFRs is not to exceed 5,000 USD. 3.7 Touch up preservation. After the operational test, contractor must conduct touch up preservation to all surfaces that were disturbed during cylinder overhaul such as crane or deck. 4.
