USCGC Sycamore Technical Assistance for Reduction Gear

STATEMENT OF WORK Project Title: Technical Assistance for Reduction Gear Troubleshooting on CGC SYCAMORE (WLB-209) 1.0 Background During oil sump clean out, Ship's Force discovered large amounts of ferrous metal shavings as well as a 3/4" x 1/2" piece of metal that resembles a gear tooth. The Coast Guard Cutter SYCAMORE (WLB-209) requires maintenance and evaluation of the main reduction gear to determine the source and extent of the damage. This work involves a technician’s assistance with troubleshooting the system. 2.0 Objective The objective of this Statement of Work is to obtain a qualified Field Service Representative (FSR) to provide expert technical advice and assistance to troubleshoot, identify underlying issues, and assess the condition of the main reduction gear onboard CGC SYCAMORE. The contractor will not be conducting repairs. 3.0 Scope of Work The Field Service Representative (FSR) is to provide technical advice and assistance to the ships workforce. The contractor will assist with identifying issues found, which includes the visual inspection of gears, evaluating spray patterns from nozzles, and inspecting associated equipment such as coolers, pumps, heaters, and piping as necessary to determine the extent of the damage. 3.1 In-Port Inspection & Troubleshooting • The FSR will perform inspections of the system as required to correctly identify the source of the ferrous metal shavings and the broken metal piece. • Provide oversight and guidance for the ship's crew, who will be standing by to perform work, open up the gear casing, and remove components as necessary for a thorough visual inspection. 3.2 Cleaning and Disassembly Guidance • Provide technical oversight if disassembly of specific components is required to locate the damage. • Provide guidance on cleaning disassembled parts or the sump area to properly evaluate the gear teeth, seal lands, and bearings. -- 1 of 2 -- 4.0 Contractor Responsibilities • Provide one (1) qualified Field Service Representative (FSR) with expertise in the main reduction gear system. • The FSR shall provide technical assistance, advice, and oversight only for the work described in Section 3.0. • Submit root cause analysis, inspection findings, and recommended repair/parts reports to LTJG Marcos Saldarriaga. 5.0 Government Responsibilities • Labor, millwrights, measuring and mechanic’s tools, and lifting equipment, as required, are to be provided by the customer (Coast Guard). • The Coast Guard will provide all necessary materials, parts, seals, solvents, and support personnel required to complete the work. • The Coast Guard is responsible for providing a safe work environment, including properly de-energizing and tagging out equipment relevant to the inspection. • The Coast Guard is responsible for the final testing of the equipment upon completion of the work. 6.0 Place of Performance USCGC SYCAMORE (WLB-209) Naval Station Newport 47 Chandler St, Pier 2 Newport, Rhode Island 02841 7.0 Period of Performance 20JUL-25JUL or No later than 2 weeks after award. 8.0 Points of Contact (POC) Primary • CWO Frank Levitsky o Phone: (267) 374-9161 Secondary • LTJG Marcos Saldarriaga o Phone: (667) 419-5729 -- 2 of 2 --
