Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. Pursuant to FAR Part 6 and FAR Part 19, competition and set-aside decisions may be based on the results of this market research. This notice in no way obligates the Government to any further action. REQUIREMENT: This notice is issued by the U.S. Coast Guard, Surface Forces Logistics Center, Norfolk, VA to identify sources capable of providing the following: SPECIFICATION: (Subject to change at the discretion of the Government). Contractor shall provide all necessary facilities, materials, equipment, and personnel to perform drydock repairs to the U.S. Coast Guard Cutter (USCGC) WILLIAM SPARLING (WPC-1154). The vessel is home ported in Boston, MA. All work will be performed at the contractor’s facility. There is no geographical restriction for this cutter. SCOPE OF WORK: The scope of the acquisition is for the drydock repairs of the USCGC WILLIAM SPARLING (WPC-1154). This work will include, but is not limited to the following Work Items: WORK ITEM 1: Hull Plating, Inspect WORK ITEM 2: Tanks and Voids, Inspect and Preserve WORK ITEM 3: Watertight Closures, Assess WORK ITEM 4: Louver and Damper Assembly, Inspect and Repair WORK ITEM 5: Propulsion Shafting System, Inspect and Repair WORK ITEM 6: ASW/Firemain System Components, Renew/Overhaul WORK ITEM 7: Electrical Power Distribution System, Thermographic Inspection (450 VAC And Below) WORK ITEM 8: Machinery Ventilation System, Clean WORK ITEM 9: HVAC Duct System, Clean WORK ITEM 10: Rudder Assemblies, Inspect and Repair WORK ITEM 11: Stabilizing Fins, Inspect and Repair WORK ITEM 12: Bow Thruster Propeller and Tunnel, Inspect and Repair WORK ITEM 13: Stern Launch Door, Inspect and Preserve WORK ITEM 14: Sewage and Grey Water System, Clean and Inspect WORK ITEM 15: Freeboard, Preserve WORK ITEM 16: Weatherdecks, Preserve WORK ITEM 17: U/W Body, Preserve -- 1 of 4 -- USCGC WILLIAM SPARLING (WPC-1154) DRYDOCK AVAILABILITY FY2027 2 (Rev-0) WORK ITEM 18: Impressed Current Cathodic Protection (ICCP) and Anti-Fouling System, Inspect and Maintain WORK ITEM 19: Drydocking WORK ITEM 20: Temporary Services, Provide - Cutter WORK ITEM 21: Sea Trial Performance, Support, Provide WORK ITEM 22: Bilges, Clean and Partial Preserve WORK ITEM 23: Stern Tube Interiors, Preserve ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is anticipated to be for 119 calendar days with a start date of 10NOV2026 and end date 09MAR2027 (subject to change at the discretion of the Government). ANTICIPATED NAICS CODE/SIZE STANDARD: The applicable NAICS Code is 336611, Ship Building and Repairing and the size standard is 1,300 employees.
