USDA - NASS PMC Courier Service Requisition # Statement of Work (SOW) A. Background Information The United States Department of Agriculture (USDA), National Agricultural Statistics Service (NASS), National Operations Division (NOD) operates a Print Mail Center (PMC) at 9700 Page Ave., St. Louis, MO 63132. The PMC is responsible for printing, folding, inserting and mailing hundreds of thousands of reports, communications, and survey forms each year. B. Purpose and Objectives of the Acquisition The USDA NASS NOD PMC requires contractual courier service to pick up printed materials processed for outbound mail at our location and deliver to the U.S. Post Office. C. Contractor Requirements The Contractor shall supply local on call courier services: • Contractor shall pick up mail in USPS full and half trays from the loading dock at 9700 Page Ave., Olivette, MO 63132 between the hours of 10:00AM and 3:00PM on each scheduled pick up date. To include assisting in loading of pallets. • Contractor shall deliver mail trays to U.S. Post Office, 1720 Market St., St. Louis, MO 63155 by 4:00PM on each scheduled pick up date. • Contractor shall transport mail in a secured (enclosed, locking) vehicle • Drivers and mail handlers shall sign USDA – NASS Confidentiality Certification (form ADM-004) annually and abide by USDA – NASS Confidentiality policies • Volume and units of mail for pick-up and delivery varies.
