PERFORMANCE WORK STATEMENT (PWS) Building 3400 – Low Voltage Cable Removal PART 1 GENERAL INFORMATION 1. GENERAL: This is a non-personal services contract to provide low voltage cable removal to Building 3400 at Headquarters (HQ) United States Military Entrance Processing Command (USMEPCOM). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. 1.1. Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform low voltage cable removal as defined in this PWS, except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. 1.2. Background: Building 3400 (approx. 280,000 sq ft) contains legacy low-voltage cabling installed over multiple decades. Many systems have been decommissioned without cable removal, resulting in excessive abandoned and potentially energized cabling. This poses safety risks, restricts ceiling access, and creates fire load concerns. 1.3. Objectives: 1.3.1. Safe Identification of Cabling 1.3.1.1. Ensure accurate distinction between active and inactive cabling to prevent disruption to operational systems. 1.3.2. Elimination of Energized Abandoned Circuits 1.3.2.1. Identify and safely de-energize non-operational but energized cables using Lockout/Tagout (LOTO) procedures. 1.3.3. Removal of Abandoned Cabling 1.3.3.1. Remove unused and abandoned low-voltage cabling throughout the facility. 1.3.4. Maintain Safe Operating Environment 1.3.4.1. Ensure remaining cabling is safe, accessible, and not obstructing facility operations. 1.4. Scope: The contractor shall provide all labor, tools, materials, and supervision necessary to identify, de-energize, and remove abandoned low-voltage cabling within Building 3400 (approx. 280,000 sq ft). Work is limited to safety-focused execution, including basic cable identification, lockout/tagout of energized abandoned circuits, removal of unused cabling, minimal cleanup, and proper disposal. No system reconfiguration, cable management, or documentation is required, and all work shall be performed using ladder-based access only in accordance with (IAW) applicable safety and electrical standards. 1.5. RESERVED 1.6. General Information 1.6.1. Quality Control (QC): The contractor shall develop and maintain an effective quality control program to ensure services are performed IAW this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which the contractor assures that work complies with the requirement of the contract. contractor shall deliver a comprehensive QCP to the Contracting Officer (KO) and the Contracting Officer Representative (COR) within 30 days of contract award, and within 5 days of any -- 1 of 14 -- changes being made. The QCP is contingent on final acceptance by the KO. After acceptance of the QCP, the contractor shall receive the KO’s acceptance in writing of any proposed change to the QC system. 1.6.2. Quality Assurance: The government shall evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). 1.6.3. Recognized Holidays: The contractor shall not be required to perform services on holidays. New Year’s Day Labor Day Martin Luther King Jr.’s Birthday Columbus Day President’s Day Veteran’s Day Memorial Day Thanksgiving Day Independence Day Christmas Day 1.6.4. Hours of Operation: The contractor shall conduct business between the hours of 07:30 a.m. to 4:30 p.m. CT Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the workforce are essential. 1.6.5. Place of Performance: HQ USMEPCOM, 2834 Green Bay Road, North Chicago, IL 60064. 1.6.6. Type of Contract: Firm Fixed Price 1.6.7. Security Requirements: Contractor personnel performing work under this contract must have a general confidential background check at time of the proposal submission and must maintain the level of security required for the life of the contract. 1.6.7.1. PHYSICAL Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured. 1.6.7.2. Key Control. USMEPCOM will not be issuing keys. 1.6.7.3. Lock Combinations. RESERVED 1.6.7.4. Anti-Terrorism and Information Assurance Training. IAW ATTP 4-10 (FM 3-100.21) 1.6.7.5. Access and General Protection/Security Policy and Procedures. Contractor and all associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office.
