This is a combined synopsis/solicitation for commercial products or commercial services prepared in
accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested
and a separate written solicitation will not be issued.
Solicitation number N4523A26Q0501 is issued as a request for quotation (RFQ). This acquisition is not
set aside for small business concerns. This solicitation incorporates provisions and clauses by reference
and by full text. The full text of provisions and clauses may be accessed electronically at
www.acquisition.gov.
The applicable North American Industry Classification System (NAICS) code is 325510 - Paint and
Coating Manufacturing and the Product Service Code (PSC) is 8010 – Paints, Dopes, Varnishes, and
Related Products.
Requirements:
The requirement is for a firm-fixed-price (FFP) purchase order. See attached for Performance Work
Statement and all other related documents.
Per FAR clause 52.212-2, the evaluation factors for this CSS include technical evaluation, price, and past
performance. Submission for this CSS must contain satisfactory past performance records, a complete Exhibit A
and required technical documentation as stated in the Performance Work Statement.
All copies of proposals shall be received by the Government via PIEE no later than 22 June 2026 at 12:00
PM, Everett, WA PST. Offerors are instructed to submit their proposal electronically via the Procurement
Integrated Enterprise Environment (PIEE) application located at https://piee.eb.mil.
- Offerors must provide a proposal valid for at least 90 calendar days from the proposal due date (22
June 2026).

- Offerors wishing to submit a proposal in response to this notification shall ensure a representative of
their organization registers at the PIEE website within seven (7) working days of solicitation
release, and that the Proposal Manager role in the Solicitation Module is approved for the Offeror’s

- Upon proposal submission, the offeror should receive a system notification of successful proposal
submission from PIEE. Offerors’ proposals submitted via the PIEE Solicitation Module shall not
contain CLASSIFIED INFORMATION.
- Offerors shall address their package with the RFP number and Offeror’s company name. The
Offeror is responsible for ensuring that it drops off its proposals and generates a drop-off time prior
to the proposal submission date and time. In the event of a dispute of proposal time submission, the
submittal date and time documented in PIEE shall serve as the official time that the proposal was
submitted to the Government. PIEE will indicate whether a proposal is late. It is incumbent upon the
Offeror to verify whether their proposal was received before the RFP deadline. Late offers will be
evaluated IAW FAR 52.212-1.
- Proposals must be submitted in an acceptable file type so that each document submitted is clearly
marked as associated with Price, Technical, or Past Performance elements.
- All files uploaded must be scanned to ensure that there are no computer viruses within the file. The
files shall be in a format that is compatible with and capable of being opened in the most current
Microsoft Office Suite or Adobe Acrobat. The proposal shall have separate files. All spreadsheets
shall be in Microsoft Excel format such that each mathematical equation is obvious and traceable.
No fields or documents shall be password protected.
