This specification is for a virtual fencing solution to allow two operators, with a total of 345
head of cattle, to graze post-wildfire in unburned portions of Big Lake Pasture, Blackstone
Allotment in southern Idaho (map below). Virtual fence service is required throughout the
entire pasture for two years. This procurement is for supply, delivery, set up, licensing and
maintenance of a virtual fencing solution that may include base stations and/or animal-
worn GPS-enabled virtual fence devices (VFD), and software supported by a desktop or
mobile device for management of the VFDs. The virtual fence system must have continued
product training, support, and troubleshooting. Fence system networks and software are
not required to connect to government IT systems.
Virtual Fence Device Requirements
- VFDs must be adjustable to fit a variety of animal sizes.
- VFDs must work without full-time cellular network coverage. Power must be
provided by solar and/or battery.
- VFDs must work in remote and rugged terrain.
- VFDs must provide humane stimulus, through auditory and electronic cues, to
manage animals.
- VFDs must support simultaneous implementation of multiple virtual fence lines.
Devices must allow management of multiple groups of animals across multiple
jurisdictions/properties with schedule flexibility.
If base stations are utilized, they must meet the following requirements:
- System must work without full-time cell phone coverage or electricity. Power must
be provided by solar and battery. The system must be capable of operating with a

maintenance.
- Base stations must cover 5,000-10,000 acres depending on topography.
- Base stations must communicate with VFDs to provide data for cattle location and
change of grazing area through remote programming.
- System must interface with the VFDs and be able to apply stimuli to influence cattle
movement, provide GPS tracking capabilities and maintain battery life of 6 months
or greater.
