Description

1 New ultraviolet (UV)/visible spectrophotometer and an Autosampler Combined Synopsis Solicitation FDA-RFQ-134719 This is a combined synopsis-solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) RFO Part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued. The solicitation number FDA-RFQ-134719 is issued as a Request for Quote (RFQ) for a UV-VIS Spectrophotometer and Autosampler. This will be a single Firm Fixed Price (FFP) award. This acquisition is not set aside for small business concerns under North American Industry Classification System (NAICS) Code 334516 – Analytical Laboratory Equipment Manufacturing; with a Small Business Size Standard of 1,000 employees. Any business, regardless of size, may submit a quote in response to this solicitation. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at https://www.acquisition.gov/far-overhaul. The Government is in no way obligated to make an award, nor to pay any costs incurred by the Contractor in preparing and submitting its quote. 1. Statement of Need __________________________________________________________ The Food and Drug Administration (FDA) requires a new ultraviolet (UV)/visible spectrophotometer and an autosampler for the spectrophotometer. This system is critical to the successful performance of FDA’s Color Certification Program. 2. Technical Requirement______________________________________________________ The Contractor shall provide new manufactured UV-VIS Spectrophotometer unit and Autosampler or equal which shall meet or exceed the following salient characteristics below: Item -001: Spectrophotometer • The spectrophotometer shall have a wavelength range spanning at least 190 nm to 1100 nm. • The spectrophotometer shall have a wavelength accuracy of ± 1 nm or better. • The spectrophotometer shall have a wavelength accuracy of ± 0.1 nm or better. • The spectrophotometer shall have an absorbance range of at least ± 4 A. • The spectrophotometer shall have a photometric accuracy of ± 0.01 A or better. • The spectrophotometer shall have a photometric reproducibility of ± 0.004 A or better. • The spectrophotometer shall have a scan speed of at least 3000 nm/min. • The spectrophotometer shall have an optical resolution of 2 nm or less. Item -002: Autosampler • The autosampler shall be compatible with the spectrophotometer. • The autosampler shall have a sample capacity of at least 100 samples. • The autosampler shall have a fill time no longer than 30 seconds. Warranty • The warranty shall last for at least one year after installation of the instrument and its components. • The warranty shall include a yearly performance maintenance visit. • The warranty shall cover maintenance and yearly performance maintenance for the spectrophotometer, autosampler, and software. Additional Requirements i. The system shall fit within a space with dimensions of 48” length and 24” width, and 48” height. ii. The system shall be compatible with UV WinLab software. iii. All components of the system shall be serviceable by a single Contractor. • A bench-top system that can occupy a maximum bench space of 20 x 20 x 16 inches (HxWxD). • Utilize a xenon flash lamp and a Charge-Coupled Device (CCD) array detector. • Minimum a wavelength range from 190 – 1,100 nm with the ability to perform a full range scan within 1 second with the following minimum accuracy(s):  A wavelength accuracy of ± 0.5 nm. GSA Contract Number (if applicable): _____________ -- 2 of 14 -- 3  A photometric accuracy of ± 0.005 A. • Minimum repeatability(s):  A wavelength repeatability of < 0.08 nm.  A photometric repeatability of < 0.002 A. • A cuvette holder that can hold 1 cm flow cells and cuvettes. • A resolution greater than 1.9 for toluene in hexane. • A Noise and Baseline Flatness less than 0.002 A. • Record full range spectra and individual wavelengths simultaneously. • Record direct measurements and programmable methods. • The system must have sufficient connection ports such that it can support bi-directional communications with a stand alone personal computer. The personal computer shall have all necessary ports to connect and communicate with the system, additionally the computer shall have at least two ethernet ports. • The personal computer shall include a mouse, keyboard and at least a 24” monitor that is capable of 1920 x 1080 resolution. • The personal computer with the following requirements and peripherals shall be included with the system.  Windows 10 or 11 Operating System.  Minimum 3.1 GHz Quad core processor with 32 GB RAM to ensure the controller can effectively run the software and hardware being purchased within this contract.  At least 2 TB hard drive (or two 1 TB hard drive). • Software and necessary licenses for instrument control, instrument calibration, data acquisition, data processing, data analysis and reporting shall be included. The software should be fit for the stated purpose and offer seamless control of the UV-VIS system. • The software shall be 21 CFR Part 11 com
