PWS- Tool and Fixture Making Hardware VMI Date: REVISED 07 APR 2026 Page 1 of 9 Performance Work Statement (PWS) Vendor Managed Inventory (VMI) - Tool and Fixture Making Hardware Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC) 1. Purpose: To provide and maintain tool and fixture making hardware using a Vendor Managed Inventory System (VMI) for Tool and Fixture hardware and steel in support of Rock Island Arsenal – Joint Manufacturing and Technology Center (RIA-JMTC) Tool Design division. VMI, as defined, is a managing contract account in accordance with generally accepted VMI practices, which optimize supply chain performance. This includes, but not limited to, the resupply of designated items by the vendor through regularly scheduled reviews of on-site inventory counts, removal of damaged or outdated goods, and the re-stocking of inventory to predetermined levels at their specified locations. 1.1. Scope: Vendor will purchase all items as shown in Attachment 0001, and maintain the minimum/maximum supply of each item at Rock Island Arsenal – Joint Manufacturing Technology Center (RIA-JMTC) using a VMI System. The items shall be placed in the vendor supplied cabinets/bins/shelving and designated Government owned racks. The Contractor shall provide, install, stock and maintain the cabinets/bins/shelves. Contractor supplied cabinets/bins/shelves will remain the property of the Contractor. The Contractor shall also stock and maintain the Government-owned racks designed for this contract. Racks will remain the property of RIA-JMTC. 1.2. Location: Performance under the contract will be at Rock Island Arsenal – Joint Manufacturing and Technology Center (RIA-JMTC). 1.2.1 Stocking locations: Stocking Location: 4th floor Bldg. 220 2. Period of Performance/Term of Contract: Period of Performance (POP) five (5) years from date of contract and will include 60 day phase in period to commence immediately upon award. This will be a five (5) year, Indefinite Delivery /Indefinite Quantity (IDIQ) type contract, with five (5), one (1) year periods of performance. The Government is not obligated to award beyond the minimum guaranteed quantity. During the 60 day Phase-In Plan, the contractor will be required to hold weekly meetings with the Government to review work progress and address any issues. 2.1. Transition to VMI -- 1 of 9 -- PWS- Tool and Fixture Making Hardware VMI Date: REVISED 07 APR 2026 Page 2 of 9 2.1.1. The contractor shall assume there is zero (0) government stock. At the end of the phase in period (day 60) the contractor shall have the required levels per Attachment 0001. Should there be RIA-JMTC owned items that exceed the maximum quantity listed on Attachment 0001 at the end of the phase in period (day 60), RIA-JMTC will use the government stock first, and the vendor will not need to restock the items until the quantity level falls below the maximum quantity listed on Attachment 0001. 2.2 Hours of Operation: RIA-JMTC is open Monday thru Friday, except Federal Holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor is authorized to work during normal business hours when a Contracting Officer’s Representative (COR) is present. Normal business hours are Monday – Friday, 0600 – 1430 (6:00am to 2:30pm). If work needs to be completed outside these hours, the contractor must obtain approval from the COR. 3. SAFETY AND ENVIRONMENTAL: 3.1. Security: The Rock Island Arsenal – Joint Manufacturing and Technology Center (RIA-JMTC) is an Army Installation subject to Department of War (DoW) safeguards, various precautions, and plant protection measures. All of the below requirements will be necessary of contractors visiting Rock Island Arsenal (RIA) to satisfy requirements of this purchase description; Additional requirements will be placed on contractors requiring access to the Army Network, or Common Access Card (CAC), as specifically detailed below. At all times during the execution of this work, contractor personnel will maintain adequate plant protection devices to minimize espionage, sabotage, and other malicious destruction and damage. The Contractor shall comply with all security requirements of RIA. RIA island-wide Force Protection levels may be adjusted/changed at any time, which may cause possible delays and will directly affect procedures for accessing the island. 3.1.1 Access and General Protection/Security Policy and Procedures: The contractor and any associated subcontractor employees shall provide all information required for background checks to meet installation access requirements to be accomplished by the installation Director of Emergency Services. All contractor employees must comply with all personal identity verification requirements (IAW FAR clause 52.204-9) as directed by Department of War (DoW), Headquarters Department of the Army (HQDA), and any local policy. If the Force Protection Condition (FPCON) changes, the Government may require changes in contractor installation -- 2 of 9 -- PWS- Tool and Fixture Making Hardware VMI Date: REVISED 07 APR 2026 Page 3 of 9 access, security matters, or security processes. Random Antiterrorist Measures Program (RAMP) participation: Contractor personnel are subject to RAMP security program (i.e. vehicle searches, wearing of ID badges, etc.). Contractor shall comply with any, and all instructions issued by the Rock Island Arsenal Police Department. RAMP is discussed in the RIA-JMTC Anti-Terrorism Training. 3.1.3. During FPCONs levels of Charlie or Delta, services may be discontinued/postponed due to a higher National or local security threat.
