Description

Federal Aviation Administration Command and Control Communications (C3) Statement of Work (SOW) Very High Frequency/Frequency Modulated Equipment, Maintenance, and Services 1. Overview and Background 1.1 Overview: The Federal Aviation Administration (FAA) regularly procures Very High Frequency/Frequency Modulated (VHF/FM) equipment and associated services to support its operational needs. 1.2 Background: The Command and Control Communications (C3) Division (AXE-400) and the NAS Recovery Communications (RCOM) program ensure survivable, secure, and redundant command and control communications for the FAA. These capabilities enable the agency to respond to emergencies, facilitate the restoration of the National Airspace System (NAS), ensure continuity of operations, and provide emergency communications during disasters when commercial carrier services are unavailable. The FAA is mandated by the National Telecommunications and Information Agency (NTIA) to transition existing 25 kHz (wideband) channels to 12.5 kHz (narrowband) channel bandwidth for VHF/FM (162-174 MHz) radio equipment. To comply with this mandate, the FAA is upgrading its systems to the new channel spacing. There are over 1,000 sites nationwide requiring equipment replacement. In 2003, Motorola equipment was selected for implementing the replacement radio system for the VHF/FM National Radio Communication System (NRCS). 2. Scope and General Requirements 2.1 Scope: This IDIQ contract covers the procurement of radio equipment, maintenance services, software to include updates and licensing and other required components for successful installation, operation, and maintenance (O&M). The specific goods and services to be acquired are detailed in Appendix A (Excel spreadsheet). Work will be executed through Firm-Fixed-Price Delivery Orders (DOs) issued under this contract. 2.2 General Requirements: - Procurement of Motorola Land Mobile Radio (LMR) equipment, including but not limited to repeaters, handheld radios, desktop base stations, and programming hardware. - Procurement of equipment related to VHF/FM radios (not necessarily manufactured by Motorola), including but not limited to antenna systems, cables, and charging systems. - Provision of detailed product specification sheets for each product. - Maintenance agreements for Motorola equipment, including co-termination of existing and future maintenance contracts. - Provide Motorola software via download or media. - Test equipment for testing, troubleshooting, and tuning LMR equipment. - Accurate tracking of equipment, warranty periods, maintenance agreements, and associated costs by model, serial number, and Delivery Order (DO). - Provision of technical support services. - Installation services at FAA-specified locations, including power and conduit work as required per DO. FAA may leverage other installation contracts as needed. - All goods and services must be new, operational, and compliant with FAA specifications upon receipt. - All equipment must comply with P25 (Project 25) APCO standards for digital radio communications to ensure interoperability with public safety agencies. 3. Issue Resolution and Support Services The contractor shall provide a written response within one business day of receiving an FAA request for assistance under any Delivery Order. If an issue remains unresolved beyond 72 hours, it will be escalated daily until resolved to the FAA’s satisfaction. 4. Definitions 4.1 Product Line: A series of related products sold by a single OEM (e.g., Motorola APX series radios). 4.2 OEM (Original Equipment Manufacturer): The company that originally manufactures a product, even if resold by another vendor. 4.3 Maintenance: - Software Maintenance: Modifications after delivery to correct faults or enhance performance. - Hardware Maintenance: Testing, cleaning, and monitoring hardware to ensure optimal performance. 5. Goods and Services Ordering List The radio equipment listed in (Appendix A - Goods and Services Ordering List supports VHF/FM radio network modernization, compliance with NTIA mandates, equipment sparing, asset repair, logistics support, engineering, and related professional services. Orders will be placed via Delivery Orders issued under this IDIQ contract. 6. Product Training Requirements FAA may require training for optimal use of the procured products. Training may be: - Instructor-led at the contractor’s facility, an FAA site, or online. - Firm-Fixed-Price per class or per student, as specified in the Delivery Order. - Course materials and documentation must be provided at no additional cost to the FAA. 7. Emergency Requirements In declared national or other emergencies, the FAA may issue an Emergency Delivery Order (DO). Any acquisition without a prior written DO constitutes an Emergency DO. Such orders will have a predetermined ceiling amount. 8. Asset Tagging The contractor must apply FAA C3-approved asset tags (barcode labels) to all purchased equipment. A corresponding Excel spreadsheet (.xlsx) must be provided, detailing the DO number, delivery date, model, part numbers, description, serial number, and asset tag number. 9. New Technology Enhancements and Equipment Availability Additional products, goods, and services may be incorporated into this contract as new technologies emerge or additional equipment/services become available. 10.
