Description

Performance Work Statement ATC Intercom System 11 May 2026 1. Requirement: Remove the existing, inoperable intercom located on the 2nd, 3rd, 6th and 8th floors of the control tower (Bldg. 7104). Install a new intercom with 2-way audio/visual capabilities on the 2nd, 3rd, 6th and 8th floors. Install a call button with audio/visual capabilities on the 1st floor foyer. 2. Background: The control tower is equipped with a voice-only intercom system located on the 2nd, 3rd, 6th and 8th floors. The call button was located in the 1st floor entrance foyer between the outside door and the cypher lock door. It is believed this intercom system was installed when the control tower was built. Several years ago, the intercom system stopped working. Over the years, attempts were made by Facility Managers to get the intercom repaired; however, neither 28th Communications Squadron nor the 28th Civil Engineers Squadron provide maintenance and/or repairs for intercom systems. Eventually, the call button was removed and a telephone was installed. 3. Program Objective: The objective of this requirement is for the contractor to install and test a new intercom with both audio and visual capabilities on the 2nd, 3rd, 6th and 8th floors of the control tower to satisfy user’s performance requirements. The contractor shall be responsible for providing and installing an audio/visual intercom that meets the following objectives for the air traffic control tower located in Building 7104 on Ellsworth Air Force Base, South Dakota. 4. Contract Objectives: Contractor shall be responsible for providing the following: a) Remove all pre-existing intercom equipment to include all wires. b) Remove the telephone on the 1st floor entrance foyer located between the outside door and the cypher lock door and replace with a call button with audio and video capability. If possible, install the new call button in the same location as the telephone. However, if unable, the call button can be installed in a different location within the same general area. c) The call button must be programmed to call the tower cab (8th floor) first when activated. The person answering the call must be able to see and hear the person attempting to gain entry. d) If there is nobody in the tower cab, the call button must have the capability to call the 2nd, 3rd, and 6th floors individually. As with the cab, the occupants on the 2nd, 3rd, and 6th floors must be able to see and hear clearly. -- 1 of 5 -- e) All stations on the 2nd, 3rd, 6th and 8th floors must have the capability to call each other. f) The installer will securely attach all new equipment to the wall in the same location as the old equipment. If the intercom is a desktop device, then a small shelf will be placed at the same location as the old intercom. g) The intercom must be a closed system with no internet dependency. h) The intercom must be AC powered. i) The intercom will not be required to lock/unlock the front door. j) The installer will provide operating instructions and training for the new system. k) Training will be provided to the control tower primary or alternate facility manager who will, in turn, provide training for the rest of the facility. l) Install all equipment, cords, and miscellaneous parts in a clean and professional manner. m) Ensure all damage to paint/surfaces/walls/flooring that is a direct result of installing the new intercom are repaired. The contractor is not responsible for repairing any preexisting damage. n) Ensure all intercom equipment meets USAF requirements and are obtained from authorized vendors. o) Notify the primary/alternate facility manager of the number of personnel that with be working on the project at least 24 hours in advance if the number of workers is different than the predetermined number. This requirement is to ensure the necessary escorts are available. 5. Configuration Management: Establishment of a baseline to define the configuration of the intercom and demonstrated capability to satisfy the user’s performance requirements. 6. Site Visit: A site visit will be offered to allow for review of the existing intercom system currently in place and provide contractor ability to take any needed measurements as well as gain a visible understanding of room layout and function. 7. Warranty & Instructional Documents: All warranty and instructional documents will be provided to the 28th Contracting Squadron and Installation Deployment Officer, primary or alternate point of contact (POC), prior to technician departure. 8. Delivery Service Date: This service is to be completed within 180 calendar days of contract award date. Specific date to be coordinated with the Primary or Alternate POC(s) following contract award. -- 2 of 5 -- a) The Contractor must coordinate all deliveries with the primary or alternate POC(s) prior to shipping any items (Name of POC(s) to be provided at time of contract award). b) Contractor shall make use of commercial best practices in the packing and shipment of products, unless otherwise stated in this order. c) Offers need to be submitted based on shipment to the following delivery address: 814 Kenney Road Bldg. 7104 Ellsworth, SD 57706 9. Site Restoration/Debris Removal: Contractor shall protect all government and non- government property and personnel on base from inconvenience, damage, and/or injury. All damaged areas during the assembly/installation process should be restored to their original condition. 10. Site Cleanup: Prior to assembly/installation completion, the Contractor shall remove all debris and surplus materials from the workplace. The primary or alternate Facility Manager will show the contractor where equipment and materials that are required to complete the work effort may be stored on-site during the project.
