STATEMENT OF WORK (SOW)
as of 01 June 2026
1. Contract or Task Order Title: Video Teleconferencing (VTC) Modernization
2. Background: The Alexander T. Augusta Military Medical Center (ATAMMC) ATAMMC
has existing Video Teleconferencing (VTC) systems that require technological modernization to
increase overall collaboration efficiencies, and to reduce room downtime. The hospital is inter-
ested in implementing standards-based collaboration VTC systems that can be deployed through-
out the hospital, taking into consideration the unique requirements of any given collaboration
space. Building standards will promote quicker user adoption and lessen the burden on adminis-
trative staff who are required to maintain and support these spaces. Contractor shall provide
warranty/maintenance for the ATAMMC throughout the period of 36 months. Contractor shall
also make the best effort to minimize wall penetrations necessary for cable installation.
3. Scope: A.T. Augusta Military Medical Center (ATAMMC), Information Management/Infor-
mation Technology (IM/IT) Department has a requirement for modernizing the VTC Systems
throughout the hospital.
VTC Technology modernization is required to increase overall collaboration efficiencies, and to
reduce room downtime. The hospital is interested in implementing standards-based collaboration
VTC systems that can be deployed throughout the hospital, taking into consideration the unique
requirements of any given collaboration space. Building standards will promote quicker user
adoption and lessen the burden on administrative staff who are required to maintain and support
these spaces. Contractor shall provide warranty/maintenance for the ATAMMC throughout the
period of 36 months. Contractor should also make the best effort to minimize wall penetrations
necessary for cable installation.
The vendor shall provide new VTC system materials listed in SOW for ATAMMC that includes
the standard equipment warranty for 36 months. All maintenance shall include technical support,
patches, updates, and upgrades on all work products.
5. Specific Tasks: The vendor shall provide new VTC system materials listed in SOW for AT-
AMMC that includes the standard equipment warranty for 36 months. All maintenance shall
include technical support, patches, updates, and upgrades on all work products.
5.1 Project shall include the following:
• Project shall include interfaces that will allow for audio and video connectivity of an in-
room PC and external laptop.
• All systems must support standard Video Teleconferencing as well as functional collabo-
ration on Microsoft Teams in the DHA MED365 tenant.

• Project shall include an integrated control system with appropriately sized touch panel
controller for components and functionality that will be included in the system. Control
functionality of the system must include:
Output volume control
Microphone muting
Switching video sources to destinations
PC Video content sharing via AUDIO VISIUAL
• System shall include displays which will ensure optimal screen viewing size and brightness
for the space room.
• System shall include a camera to be used for video streaming.
• System shall include an appropriately sized audio signal processor with appropriate audio in-
put/output gain control, equalization, and echo cancellation of audio signal.
• System should include necessary sound reinforcement components to support a necessary
space.
• System should include a suitable sized equipment rack capable of providing all system com-
ponents with conditioned power and proper ventilation and cooling.
• All system components will require a 1-year manufacture warranty plus 24-month extended
warranty with its original equipment manufacturer where applicable, for a total of 36-months
of equipment warranty coverage.
• Provide a quote for the equipment and installation with one year manufacturer’s warranty as
one CLIN and two-year extended warranty as another CLIN.
NOTE: VTC Project System will be using the existing (microphones, speakers) installed
into ceiling of rooms at ATAMMC.
5.2 The Contractor shall plan the work accordingly following the below steps:
Assess: Come on site and assess the environment to include all conference rooms and meeting
spaces. Conduct the necessary tasks (i.e., measure each space) that would allow them to provide
a comprehensive design and/or solution.
Design: Design a solution for each room that is applicable to the standards outlined in the SOW.
Provide a written detailed design to the Government for approval. Contractor may use the

contract "Exhibit" as a reference guide with respect to equipment. Identify any applicable
changes to the reference bill of material.
Install: Install all equipment in accordance with the design, manufacturer, and government
standards. Utilize existing infrastructure where applicable and identify areas where the current
infrastructure cannot support the new design and configuration.
Configure: Configure all equipment IAW with Government standards
Sustain: Provide warranty of product and services for an extended period of
time.
Trash and Existing Equipment Management: The contractor will remove all trash from the
site daily. The use of ATAMMC dumpsters is not authorized. Stage all uninstalled equipment in
designated space determined by the government.
5.3 The contractor shall provide an Accident Prevention Plan (APP). This APP shall address the
following areas at a minimum. If other areas of the EM 385-1-1 are pertinent to the contract, the
contractor must assure these areas are addressed as well.
5.3.1 Title, signature, and phone number of the plan preparer.
