The JBAB Base Furnishings Management Office (BFMO) provides furnishings, window treatments, equipment and appliances for incumbents of Special Command Positions (SCPs). Additionally, BFMO provides supplemental furnishings for the quarters of general/flag officers, selectees, and 0-6's serving as the installation commander, plus any civilian general/flag officer equivalents residing in privatized housing. BFMO is also responsible for the delivery, installation, assembly, disassembly, pick up and disposal of furnishings, preventive maintenance and maintenance of furnishings and appliances. BASIC SERVICES. In support of the JBAB BFMO, the Vendor shall provide the management, logistics, warehousing, transportation, labor, tools, equipment, transportation, and materials necessary to maintain the Government-furnished property furnished to SCPs, general/flag officers, selectees, and the 0-6 serving as the installation commander, plus any civilian general/flag officer equivalents residing in privatized housing. See Appendix A for Estimated Workload Data. FURNISHING MANAGEMENT SERVICES. Vendor functional areas of responsibility include accountability, cleaning, minor repair, preventive maintenance and warehousing of government-owned furnishings, government-owned window treatments (41 homes only), government-owned equipment and government-owned appliances in 43 privatized general/flag office homes. The Vendor shall perform the services listed below: MAINTENANCE. The Vendor shall perform minor maintenance/repairs and preventive maintenance on government-owned furnishings, government-owned window treatments, government owned equipment and government-owned appliances. The Vendor shall recommend whether to repair, reupholster, clean, replace or dispose of the furnishings, window treatments, equipment and appliances. The Vendor shall document, identify and report suspected abuse or loss of property to the COR within one (1) business day. PREVENTIVE MAINTENANCE. The Vendor shall maintain government-owned equipment in satisfactory operating conditions by providing systematic inspections, detections, and corrections of incipient failures either before they occur or before they develop into major defects. The Vendor is responsible for all preventive maintenance of government-owned equipment and appliances listed in Appendix B. The Vendor shall perform preventive maintenance of equipment and appliances in accordance with frequencies suggested by manufacturer's specifications or semi-annually. Currently preventive maintenance is being performed during the months of January and June; this schedule is subject to change upon mutual agreement between the Vendor and the Government. Below is a list of preventative maintenance to be performed on appliances: Ice makers. Clean refrigeration condenser coils 2 times annually, per machine. Inspect equipment for necessary replacement of handles, hinges and gaskets etc. Clean Ice Maker evaporator plates two times annually. Clean evaporator coil annually. Provide and replace all filters associated with icemakers as required by manufacturer. All cleaning and sanitation performed on "Manitowoc SMSO" ice Machines must be performed by manufacturer's specifications, including use of cleaning and sanitization. Refrigerators. Clean refrigerators annually. Clean the condenser coils. Clean the drain hole and drip pan. Clean and check the door gaskets. Provide and replace the water filter. Check to see if the appliance is level from front to back and side to side. Make any necessary adjustments by changing the height of the legs. Trash compactors. Clean trash compactors annually. Provide and replace filter. Instant hot water dispensers. Annually inspect for leakage, provide and replace filters. MINOR MAINTENANCE/REPAIRS. The Vendor is responsible for all minor repairs estimated at less than $250 per item. See Appendix A for Estimated Workload Data. Examples of minor repairs are; a. Repair/replacement of hinges, catches, latches, or brackets. b. Repair/replacement of doors, pins, stops, arms and legs. c. Repair/replacement of drawer pulls, slides, or supports. Gluing or bracing of joints. e. Repair/replacement of appliance door seals, gaskets, filters, bars, shelves. f. Repair of furniture requiring minor sanding and staining of wood surfaces. MAJOR MAINTENANCE/REPAIRS. The Vendor shall notify the Government of items requiring major repairs which are beyond the scope of this contract. Notification is to be provided within three (3) business days of receiving the item. The Vendor shall provide the Government a written description of the item requiring repair, with an associated dollar value of the item, a description of the required repair including a repair estimate, and a recommendation to repair or replace the item.
