Sources Sought Notice: The U.S. Naval Hospital Naples has a requirement for two Ortho Clinical Diagnostics VITROS 5600 chemistry analyzers with its associated reagents, supplies, and associated support specified below.
Background: U.S. Naval Hospital (USNH) Naples offers a variety of healthcare, with one Naval Branch Health Clinic (NBHC) located at Capodichino.
Objectives:
Maintain the lease of two currently used Ortho Clinical Diagnostics VITROS 5600 analyzers
Full Risk maintenance contract on both the analyzers
Application support service and testing for all the products
On-site training provided annually
This Sources Sought Notice (SSN) is issued to assist the Contracting Officer in conducting market research to establish if two or more responsible participants are present on SAM.gov that can provide the required equipment, supplies, and associated support.
Submission Instructions:
1. Please respond with a maximum of a five (5) pages capabilities document. The capabilities document should document the potential Offeror’s ability (or inability) to meet the requirements as indicated in the sample performance work statement below and highlight any other information requested by the SSN.

Administrative Information:
1. The period of performance for this sample requirement includes a base period of 12 months, four (4) 12-month option periods, for a total of 60 months (if all options are exercised). FAR 52.217-8 will also be included in the resultant contract to allow for services to be extended for up to an additional 6 months.
2. This sample requirement is for Non-personal Services. This sample is considered to be severable services.
3. If an award would result from a subsequent solicitation, the contract type would be Firm Fixed Price (FFP).

1.1 Description of services/introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Chemistry testing as defined in this Performance Work Statement (PWS) except for those items specified as government furnished property and services. The contractor shall perform to the standards in this PWS.
1.2 Background:
The U.S. Naval Hospital Naples has a requirement for two Ortho Clinical Diagnostics VITROS 5600 chemistry analyzers with its associated reagents and supplies utilizing an Indefinite Deliver Indefinite Quantity (IDIQ) type contract.
1.3 Objectives:

1.4 Scope:
The VITROS Chemistry analyzer is a fully automated, random and STAT access testing system featuring STATs or esoteric, on-board dilutions that are suitable for mid-volume, routine chemistry analysis. It comes complete with ready-to-use dry slide reagents, on-line QC/diagnostics and user-friendly menus.
The VITROS 5600 chemistry analyzers shall meet the following requirements:
Operate without a water source.
Store >20,000 samples with ability to archive and retrieve results through CD-ROM.
Store >120 on board reagent positions.
Possess 10 user-defined chemistry channels.
Use single-use tips for specimen and reagent metering.
Operate without the need of pluming or drains.
Operate in temperatures of 59-86 degrees Fahrenheit, and humidity ranges between 15-75 RH%.
Interface bi-directionally with the laboratory information system (LIS).
Operate at an electrical voltage of 220V.
Process tests manually, STAT, and automatically.
Process from the primary tube with a Positive Sample Identification System (PSID) via barcode reader.
Process all assayed results with an accuracy rate greater than 95%.
Technical Requirements – The Analyzers must:
Be suitable for mid-volume, routine chemistry analysis.
Utilize Micro slide technology that keeps precision in evaluation and analyses of chemistry profiles.
Minimize interference from hemolysis, lipemia, bilirubin: compared to wet chemistry systems, this system has lesser number of repeats, redraws, and dilutions.
Have a throughput of up to 250 results per hour, with 40+ on-board chemistries.
Provide customized patient reports and option for positive patient identification, facilitating LIS interfacing capability.
