PERFORMANCE WORK STATEMENT
WAKE ISLAND, NAVY SUMMER EX 2026
1.0 OBJECTIVE. The objective of this requirement is to obtain contractor support services to provide
supplies, services, and transportation at Wake Island during specified dates of performance.
2.0 SCOPE. The scope of this requirement is limited to performing and accomplishing the task as
identified in the Statement of Work (SOW).
2.1 NON-PERSONAL SERVICES AND INHERENTLY GOVERNMENTAL FUNCTIONS
2.1.1 Services rendered under this contract shall be non-personal in accordance with Federal
Acquisition Regulation (FAR) 37.104. Contracted personnel are not subject, either by
the contract’s terms or by manner or its administration, to the supervision and control
usually prevailing in relationships between the Government and its employees.
Contractor personnel rendering services under this contract shall be under the direct
supervision and control of the contractor.
2.1.2 The contractor shall not perform inherently governmental functions as prescribed under
FAR Subpart 7.5. Any performance objectives or other terms and conditions under this
contract shall not be interpreted or implemented in any manner that may result in
contractor personnel creating or modifying Federal policies, obligating funds of the
government, or overseeing work of government employees or other contractor personnel.
3.0 PLACE AND PERIOD OF PERFORMANCE.
Place: Wake Island
Period: Up to two 60-day periods of performance, estimated between 15JUN2026 and ending 30NOV2026,
with no more than 120 support days total. Support will begin with at least a 3-day notification from the KO.
Support will conclude with at least a 1-day notification if the operation is concluded earlier than the
anticipated 60 day period.

5.0 DESCRIPTION OF SERVICES. The contractor shall furnish labor, equipment and materials, and
provide and manage the requirements for supplies and services as specified below, unless otherwise specified
being provided by the US Navy. If requirements are not supportable, contractor will enable the US Navy to
provide said support by providing access to needed facilities and/or required training.
Airfield Operations
- Extend contractor-ran airfield hours, already established in FA5215-24-C-0036, to cover 0700-1900
Wake Island Time Zone Sunday-Monday, and 1700-1900 Wake Island Time Zone Tuesday-Saturday, for
any P-8 or P-8 support missions.
-During support sessions as notified by the contracting officer (KO), the contractor will extend airfield
hours to support and facilitate support for around-the-clock mission requirements. Required airfield
services during 0700-1900 Wake Island Time Zone are as follows:

ATC and fueling support for P8 and related operations.
Weather observations (wind speed and direction, temperature, visibility, altimeter setting, cloud
cover, and runway condition) are required by the contractor daily between the hours of 0700-1900
Wake Island Time Zone. Certified and qualified military personnel will support the after-hour
observation hours of 1900-0700 Wake Island Time Zone.
Qualified military operators will provide fueling and forklift support between 1900-0700 Wake
Island Time Zone.
Airfield operations will comply with standards in this SOW. Additionally, for any airfield
operation services that can’t be covered by normal or overtime organic support between 0700-
1900 Wake Island Time Zone, US Navy will either augment those services or conduct closed-
tower operations as long as weather observations are available for the aircrew to compute their
takeoff and landing performance.
Contractor will enable or facilitate the Navy’s ability to provide the same services organically, to
include any necessary training or facility access, to cover the hours of 1900-0700 Wake Island
Time Zone, seven days a week.
Provide airfield equipment (including but not limited to fuel trucks, hoses, forklift etc) required for
airfield operations during 1900-0700 Wake Island Time Zone for use by licensed/qualified
military members.
Wake Island is uncontrolled and does not require 24/7/365 manning. Contractor shall ensure the airfield is
managed and inspected for safety and compliance in accordance with (IAW) United States Air Force (USAF),
and Federal Aviation Administration (FAA), airfield planning and design criteria. Maintain airfields open for
normal hours of operations, for recurring rotator aircraft (passenger and cargo) and transient aircraft Tuesday-
Saturday from 0700L- 1700L. Maintain the airfield open and operational IAW the days and hours published
in the applicable Flight Information Publication (FLIP). Services are required except for Federal and
Collective Bargaining Agreement Holidays. Notify the Government (PMO and PRSC Airfield Manager) in
writing if the FLIP and normal hours of operations differ. Any flights outside of those hours will utilize
qualified military personnel monitoring CTAF frequencies or closed-tower procedures.

11-218, Para. 3.7.
Standard: Ensure vehicle operations on aircraft parking ramps and taxiways comply with DAFI 13- 213,
Airfield Driving, Para. 1.1.1 – 1.1.2.
