Statement of Work Domestic Water Service, Sprinkler Lines, and Hydrant Service FY27-Brookhaven Service Campus BACKGROUND: The Internal Revenue Service has a requirement to obtain water service from Suffolk County Water Authority for the IRS Brookhaven Service Campus (BSC), 1040 Waverly Avenue, Holtsville NY, 11742-2002. These services cannot be obtained through the General Service Administration (GSA) Area-wide Public Utilities Contract since one does not exist. Suffolk County Water Authority (SCWA) is a public utility company for all of Suffolk County, which is where the BSC is located. When GSA does not have an area-wide utility contract in place for a particular geographic area per FAR Part 41.205 agencies shall acquire utility services by separate contract subject to this part, and subject to agency contracting authority. Therefore, the Internal Revenue Service, Brookhaven Service Campus is unable to adhere to FAR 41.204 (c) (1) which states “Any Federal agency having a requirement for utility services within an area covered by an area-wide contract shall acquire services under that area-wide contract”. The conditions listed at FAR 41.204 (c) (1) (i) and (ii) do not apply. Since the lease agreement requires the IRS to make payments directly to the Water Company and there are no other companies available to provide this service within a reasonable distance from the Service Center, SCWA is the only option. PERIOD OF PERFORMANCE: Base October 1, 2026, to September 30, 2027,OY 1 October 1, 2027, to September 30, 2028, OY 2 October 1, 2028, to September 30, 2029, OY 3 October 1, 2029, to September 30, 2030,OY 4 October 1, 2030, to September 30, 2031.
