STATEMENT OF WORK PROJECT TITLE: PALO ALTO MEDICAL CENTER ROOF REPAIRS PROJECT NUMBER: NRM 640-26-114 PROJECT LOCATION: Veterans Affairs Palo Alto Health Care System (VAPAHCS) 3801 Miranda Avenue Palo Alto, CA 94304 PROJECT TYPE: Roof Repairs To Correct Existing Deficiencies. Various Buildings. Date: February 5, 2026 Revised June 15, 2026 PROJECT DESCRIPTION AND SCHEDULE PROJECT DESCRIPTION: Provide construction services for the completion of roof repairs on eight buildings, as identified below, located at the Veterans Affairs Palo Alto Health Care System, Palo Alto Campus. Provide construction services, as required, to correct deficiencies identified on buildings with active roof leaks. PROJECT CONSTRUCTION SCHEDULE: Construction services for Project shall be completed within 180 calendar days from the Notice To Proceed (NTP). PROJECT OBJECTIVE: Provide a weather tight building envelope. Repair roof damage caused by water infiltration. SCOPE OF WORK: The Construction Contractor shall provide construction services as outlined in the Statement of Work and associated Contract Documents. GENERAL REQUIREMENTS: HOURS OF WORK: Work is to be performed in buildings providing patient services and are operated by the Veterans Affairs Palo Alto Health Care System (VAPAHCS). Work associated with this contract shall be performed with the minimum impact on facility operations and patient care. Proposed hours of work for construction related activities associated with this statement of work shall be Monday through Friday 8:00 AM to 4:30 PM, with a half-hour meal period. In the event that a specific need is identified for work to occur after hours or on weekends, proposed hours of work shall be submitted to the VA for review and approval prior to the commencement of work during proposed revised schedule. REPAIRS: All work shall result in a complete and usable system. SAFETY REQUIREMENTS: Contractor shall comply with “Safety Requirements” Specifications, as attached to this document. QUALITY CONTROL: Contractor shall comply with “Quality Control” Specifications, as attached to this document. SITE PREPARATION: Site preparation – Includes implementing proper measures such as protective runners, pads, etc. to protect the site and building (elevators, walls, stairs, floors, etc.). The contractor agrees to protect all Government Furnished Property (GFP) and building premises from damage and agrees to take necessary protective precautions and agrees to be held financially responsible for all damages transpired by the contractor (accidentally, or on purpose). Contractor shall verify all requirements with a walkthrough before proceeding with the work. STATEMENT OF BID ITEMS: REQUIREMENTS: Bids shall be submitted in a format sufficient for VA staff to review costs as fair and reasonable. At a minimum, fee proposal shall list each task identified on the Scope of Work Task List (contained herein) as an individual line item, with each line item further broken down as material & labor, by trade and/or category of work to be performed. Contractor shall provide all required labor, material, plans, engineering, and all required inspections to provide a 100% completed project. Contractor shall review all reference documents provided by the VA and immediately report any potential discrepancies that may impact the proposed scope of work for the COR/Government to review prior to installation. Contractor shall submit work plans and coordinate installation schedule with the COR/Government. Contractor shall provide an updated schedule weekly, including a three-week look ahead. Contractor shall perform all work in accordance with all applicable codes, local ordinances, and requirements of NFPA and OSHA. SCOPE OF WORK TASK LIST: General Requirements: The following requirements shall apply to all areas of work included herein. Additional requirements are included below as they relate to specific work areas. Work shall be limited to areas identified in the attached Exhibits. Contractor shall provide project management for duration of project. Contractor shall remove all demolition debris from the premises and dispose of in compliance with all applicable laws and regulations. Contractor shall implement fall protection protocols as required to complete the work in accordance with OSHA regulations. Contractor shall perform a site survey of all areas identified for proposed roof repairs. Survey shall include the building roof area identified as having potential breaches of the roofing system. Document existing conditions and submit a survey report to the VA for review and approval prior to the commencement of work. Contractor shall clear all debris in area of work. Contractor shall power wash the existing roof membrane in the area of work to remove all dirt and dust. Contractor may connect to readily available water sources as made available by the VA Medical Center. Water will be allowed to drain through the existing roof drain system. There shall be no requirement to recapture or recirculate the water. Contractor shall take precautions to minimize water infiltration through existing roof deficiencies during the power wash efforts. Upon completion of work, Contractor shall perform final water test to verify that corrective actions have resolved all issues and that installed system is completely water tight. Final acceptance of completed work shall be required by COR. Any proposed utility shutdown defined as having a major impact on facility operations requires 30 days’ notice to the VA for review and approval prior to proposed shut down.
