Description
RFI #55 –Can you please confirm which of the following positions are required for this project: Quality Control Manager (QCM), Site Safety and Health Officer (SSHO), and/or Site Superintendent? Additionally, if any of these positions are required, please confirm whether any of the roles may be combined and performed by the same individual.
QCM, SSHO, and Site Superintendent are required. The superintendent may also perform as the SSHO. The superintendent may not be the QCM as well.
RFI #56 – The Statement of Work indicates the contractor shall address site issues such as tree roots; however, the extent of remediation is not defined. Please clarify whether root pruning is acceptable or if an arborist will be necessary, will they need to be ISA Certified?
The contractor shall remove all tree roots underneath the sidewalk footprint up to 6 inches in depth, which is the depth of existing subgrade that shall be removed and re-compacted (section 2.A of SOW). Root pruning is acceptable. An arborist is not necessary.
RFI #3 – Are you able to provide a 852.219-75 form? There is not currently one included with the solicitation documents.

RFI #6 - Please clarify the specific requirements for the traffic control and pedestrian detour plan, including whether a licensed traffic control subcontractor is required and whether the VA has standard details or specifications that must be followed for ADA-compliant temporary pedestrian access routes.
The contractor shall provide a traffic control plan for work that will impact pedestrian route of travel or roadway access, including construction vehicles parked in the roadway. showing any vehicle or pedestrian detours. This shall include signage and direction of alternate routes. A licensed traffic control subcontractor is not required.
RFI #7 - Please confirm whether underground utility locating, potholing, or other utility investigation work will be required prior to excavation and whether existing utility as-built drawings will be provided to the contractor.
Underground utility locating, potholing, etc. is not a requirement. We are currently conducting utility scanning throughout campus and can supply drawings if available by construction NTP. However, the drawings would be supplied as a reference and are not to be assumed correct. Contractor will still be responsible for repairing any damaged utilities at no expense to the Government.
