Description

Statement of Work (SOW) Project: SOUDA BAY N31 Fenders GENERAL INFORMATION 1.0 Scope: The contractor shall procure and deliver two (2) Yokohama or equivalent hydro- pneumatic fenders. These fenders are intended for use at the Marathi NATO Pier Complex, to support the safe mooring and harboring of United States Navy (USN) submarines. The contractor's responsibility is limited to the purchase and delivery of the specified items. Installation will be performed by government personnel and is not within the scope of this requirement. 2.0 Background: Yokohama or equivalent hydro-pneumatic fenders are needed to service port visits in Marathi, Greece. CONTRACTOR REQUIREMENTS 3.0 Technical Requirements & Tasks General: The contractor shall procure and deliver two (2) Yokohama or equivalent hydro- pneumatic fenders systems in accordance with the specifications outlined in this SOW. Fender Specifications: The two (2) Yokohama or equivalent hydro-pneumatic fender units shall meet or exceed the following technical characteristics, additionally t he contractor must ensure all delivered materials comply with the latest revisions of the following standards: • ISO 17357-1:2014: Ships and marine technology — Floating pneumatic rubber fenders. • Type: Heavy-duty, hydro-pneumatic fenders. The fender must be unsinkable and remain functional even if the outer skin is punctured. • Performance: • High-Capacity Kinetic Energy Absorption: Must absorb extreme dynamic loads generated during submarine berthing without transferring excessive kinetic energy back to the hull. • Low Reaction Force / High Stand-off Protection: Must maintain low hull pressure to prevent damage to sensitive submarine pressure hulls and external sensors. • Submarine-Specific Suitability: Engineered specifically to accommodate the unique hydrodynamic profiles, cylindrical structures, and SHT coatings of U.S. Navy submarines. • Fenders should be constructed of several layers of strong tyre-cord resistant to cutting and over-pressurization • Dimensions: • Nominal Diameter: 4.5 meters • Nominal Length: 9 meters -- 1 of 3 -- 2 • Construction: • Outer Skin: High Strength Rubber • Color: Black. • Warranty: Minimum of two (2) year manufacturers’ warranty Required Accessories: Each fender system shall be delivered completely with all hardware necessary for thorough-chain installation: • Counterweight: Weight shall be based on the manufacture’s recommendation ensuring that it will always maintain the fender partially submerged and in a vertical position • Hanging chain: attach the counterweight to the bottom or the bottom and top of the fender • Safety/Pressure Relief Valve: to prevent an over pressure condition • Mooring chains: Heavy-duty stud-link anchor chain with a minimum diameter of 2.5 inches. • Fittings: All required connecting hardware, including but not limited to, heavy-duty shackles and swivels. All hardware must be appropriately sized for the fender and chain • Installation manuals and guides 4.0 Government Furnished Items & Services Personnel: The Government will provide all personnel and equipment required for the offloading, staging, and installation of the fender systems upon delivery. Services: The Government will be responsible for all customs clearance procedures and payment of any applicable duties or taxes at the port of entry in Greece. 5.0 Deliverables & Schedule Deliverables: The contractor shall deliver the following items: Quantity of 2, new 4.5m x 9m Yokohama or equivalent Hydro-pneumatic System (Complete with chain & hardware) Delivery Schedule: • The complete order shall be delivered within 120 days of contract award. • Delivery Terms: Cost, Insurance, and Freight (CIF) Marathi, Create, Greece (04024). • Shipping Address: • N6669: NSA Souda Bay • NATO Marathi Pier Complex Souda Bay Greece • Marathi, Akrotiri 73100 Chania • Pier K14 Coordination and Delivery Instructions: • Point of Contact (POC): • Coordination: Contact shall be made at least five (5) business days prior to the planned delivery date to arrange for base access. • Receiving Hours: Deliveries will only be accepted Monday through Friday, between 0800 and 1600 local time. -- 2 of 3 -- 3 6.0 Inspection & Acceptance 6.1 Inspection: Government acceptance will be performed by Port Operations personnel within two (2) business days of delivery. The inspection will consist of a visual confirmation to verify fender dimensions, physical condition, and the presence of all required hardware as specified in Section 3.0. 6.2 Acceptance: Formal acceptance shall be executed by a designated government representative upon successful completion of the inspection outlined in section 6.1. This acceptance is required prior to the certification of the contractor's invoice for payment. The inspection will consist of a visual confirmation to verify fender dimensions, physical condition, and the presence of all required hardware as specified in Section 3.0.
