Project Description / Summary: The primary work of this project includes, but is not limited to, the procurement and improve physical security, and construct ramp extension, at the coastal cabin structure near saltwater environment.
Objectives:
CLIN 001 - Repair Doors and Install Door Reinforcement.
CLIN 002 – Repair Roof Leak
CLIN 003 – Install CAT 5 TDI Hurricane-Resistant Design, Non- Decorative Shutters.
OPTION 001 –. Construct Cabin Ramp Extension
OPTION 002 – Construct Breakaway Sand Control.
Background: Padre Island National Seashore, approximately 50 miles south of Hwy 361 on Park Road 22. Existing building is a coastal wood framed structure near saltwater environment. See attached As-built drawings.
Specific Work / Tasks:
CLIN 001 - Door Repair and Door Reinforcement.
For additional security measures.
Adjusting door with Maximum Diagonal Distortion: 1/16 inch (1.6 mm) measured with straight edge, corner to corner. Adjust for smooth and balanced door movement. Rehang door if it does not swing or operate freely.
New Corrosion-Resistant Reinforced door handle hardware.
Use stainless steel materials for hinges, locks, and door frame screws.
Install reinforcement strips on the door frame, particularly around the hinge side, to enhance durability.
New Deadbolt and Door Jamb Reinforcement
Install a high-quality deadbolt with a long throw bolt for enhanced security.
Use a door jamb reinforcement kit to fortify the area around the lock mechanism.
CLIN 002 – Repair Roof Leak

Inspection:
Perform a thorough visual inspection and water test to locate all leak points.
Material Replacement:
Remove damaged roofing materials and replace with marine-grade, corrosion-resistant like kind shingles.
Sealing:
Apply high-performance waterproof sealant to all joints, seams, and penetrations.

Use stainless steel or fasteners rated for coastal environments.
Verification:
Conduct a controlled water test post-repair to confirm leak elimination.

CLIN 003 – Install CAT 5 TDI Hurricane-Resistant Design, non- decorative shutters.
Ten (10) New Shutters must withstand hurricane-force winds. Source Bahama shutters and coordinate with area suppliers and ensure intrusion security. Provide durable, corrosion-resistant Bahama-style hurricane shutters to protect the structure’s windows from hurricane-force winds and potential intrusion during long unoccupied periods. The shutters should be low-maintenance and mechanically operable to suit the lack of electrical power at the site.
Bahama shutters comply with the Building Code for High Velocity Hurricane Zones, Texas Department of Insurance (TDI) regulations, and ASTM impact testing approvals. The shutter assembly must have ability to be raised into an open position. The shutter assembly must be lowered into the closed position during a hurricane event. The shutters may be installed as a single panel configuration or as a multi panel configuration. When the storm bar is utilized, the maximum width is limited as specified in the manufacturer’s drawings.
Corrosion Resistance Material: Stainless Steel or Powder-Coated Aluminum, specifically designed for marine environments. Aluminum shutters should be powder-coated to resist corrosion, and resistance against salty moisture exposure. Color approved by Park.
Security Features Lockable design: When unoccupied, shutters must be lockable for intrusion resistance. If a factory lock is unavailable, contractor to provide a fabrication solution, such as a padlock mechanism or additional security feature, to secure the shutters effectively.
Low Maintenance - Required Non-electric operation with easy robust manual adjustment to open and close. Shutters should require minimal upkeep due to the absence of electrical power on-site.
Installation Requirements:
Install Bahama shutters directly over each of the ten (10) windows, ensuring correct top-hinge configuration.
Secure shutters to the structure using stainless-steel corrosion-resistant screws, bolts, and hardware.
All penetration points shall be properly sealed and weatherproofed to meet existing building specifications.
Use maximum anchor spacing including top female hinges according to CAT 5 Hurricane-Resistant Design for installation into wood southern pine.
Identify maximum shutter span and maximum shutter width according to CAT 5 Hurricane-Resistant Design.
Install shutters in accordance with regional hurricane protection codes and any additional structural specifications.
Verify that all installed shutters function as intended, providing both storm protection and intrusion security.
Hardware and Accessories:
Use all corrosion-resistant stainless steel materials, including hardware for hinges, locks, and any required reinforcement.
Shutter supports should ensure they are sturdy and withstand both lateral and upward wind loads. Bahama shutters shall have Locking Rod.
