Introduction Tuskegee Institute National Historic Site is located at 1600 Boy Scout Circle, Tuskegee, Al. 36088 and is managed by the National Park Service and is the only national park located on a fully functioning college campus, Tuskegee University. The park is responsible for both the George Washington Carver Museum and "The Oaks," home of Booker T. Washington. The Tuskegee Institute National Historic Site in Tuskegee, Alabama, commemorates the contributions of African American men George Washington Carver and Booker T Washington to many inventions and discoveries to help the Medical and Technological advances we have today, the GWC Museum and BTW “The OAKS” Home is now operated by the National Park Service to interpret their history and achievements. The TUIN park’s mission is to protect, preserve, and interpret the natural, cultural, and historical resources in its care for the benefit and inspiration for present and future generations. 2. Background The existing chain link fence and entrance gate surrounding the TUIN/ TUAI Maintenance Shop and Curatorial Storage area have been vandalized over the years and must be replaced with a stronger security alternative. It is the Park's intention to have a new security iron fence and security entrance gate installed to properly secure the building assets. 3. Scope of Work Project Description -- 3 of 11 -- Contractor shall provide all labor, equipment, and materials required to install a new fence and entrance gate to better secure the TUIN Maintenance Shop and Curatorial Storage and add openers to the entrance and exit gates. This project shall include the removal and proper disposal of existing fence and gate offsite. The following list are the necessary requirements needed: • Remove the existing chain-link fence and remove the off site for disposal. Prep the area for the new fence removing vegetation and debris from the site. • The fence to be installed shall be made of rod iron and measure approximately 1300 feet in length. The height should measure 8 feet in height with security spikes curved away from the fence to prevent intrusion. The entrance gate shall be an 18 feet long sliding gate made with the same rod iron material as the fence gate. Commercial grade fencing is required. Materials can be substituted if specified gauging is not available upon government approval. • Fence Panel 8ft x 8ft rod iron fence14ga metal • 4x4x10 12ga post • 18 ft sliding gate with power opener (Option Push Code). • (3) Touch Remotes for Power Gate • Side Manual Gate for Walking Travel with Lock • 4x4 post caps • Once work is complete, the contractor shall clean up the project area and repair any damage incurred, returning the project area to its original condition. If bare soil is exposed the area will be seeded with native grass to prevent erosion. 4. Contractor Responsibilities a. Contractors will provide necessary labor, equipment, materials, insurance, permits, etc., to perform work. b. Contractors shall remove existing chain link fence, gate, and associated hardware and properly dispose of materials offsite. c. The contractor shall seek to minimize disruptions to the public and staff by -- 4 of 11 -- coordinating with COR. d. Contractor shall restore all surfaces disturbed by construction to match with existing finish. e. Any deviation from the original contract/scope of work shall be informed to COR before work begins. No additional work or changes will be carried out without a contract modification. f. The contractor shall confirm all measurements and specifications for accurate estimates prior to start of work. g. The Contractor shall manage the total work effort in accordance with effective and efficient management principles and safe working practices to ensure on- time completion of the contract. 5. Business Hours The contractor shall complete on-site work during normal business hours of 8:00am to 4:00pm, Monday through Friday, excluding Federal Holidays. The Contractor shall coordinate specific on-site work schedule with the contracting officer and contracting officer representative (COR) five days prior to performance start date. Work shall be completed within 90 days after contracting the officer issue notice to proceed. Any work outside of normal business hours shall be pre-approved by the contracting officer and COR. 6. Safety & Environmental Compliance • The contractor shall comply with pertinent provisions of the Occupational Safety and Health Act (OSHA), state, and local safety laws and regulations. • The contractor shall comply with pertinent local, state, and federal environmental guidelines, policies, and regulations. The Park safety officer has the authority to issue restraint or cease-and-desist orders to the contractor when violations or unsafe acts are present and threaten the Government and contractor employees or -- 5 of 11 -- damage to Government property. • The contractor shall be responsible for the safety of his employees and equipment, and for any injury or damage done to or by them from any source or cause. He shall save and hold the United States free from all claims for damages to all persons and (or) property arising from the execution of the work covered by these specifications. •
