THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA) IS CONDUCTING AN INDEPENDENT ASSESSMENT OF THE SAR/GPS SYSTEM TO EVALUATE COMPLIANCE WITH MISSION ASSURANCE REQUIREMENTS. 2. DESCRIPTION OF WORK TO BE PERFORMED: THE CONTRACTOR SHALL SUPPORT THE NATIONAL AERONAUTICS AND SPACE ADMINISTRATION (NASA) SAR/GPS INDEPENDENT ASSESSMENT AS FOLLOWS: . THE LANDSAT 9 MISSION OBJECTIVE IS TO EXTEND THE ABILITY TO DETECT AND QUANTITATIVELY CHARACTERIZE CHANGES ON THE GLOBAL LAND SURFACE AT A SCALE WHERE NATURAL AND HUMAN-INDUCED CAUSES OF CHANGE CAN BE DETECTED AND DIFFERENTIATED. ONCE OPERATIONAL, DATA ACQUISITION, REPORTING, OPERATIONS, AND ARCHIVAL WILL BE ACCOMPLISHED AT THE U.S. GEOLOGICAL SURVEY (USGS) EARTH RESOURCES OBSERVATION SYSTEMS EROS FACILITY IN SOUTH DAKOTA WHERE THE CURRENT DATA IS MANAGED. THE L9 OBSERVATORY INSTRUMENT SUITE CONSISTS OF TWO MATURE INSTRUMENTS, WHICH ARE NEAR-COPIES OF THE INSTRUMENTS FLOWN ON LANDSAT 8. THEY ARE THE OPERATIONAL LAND IMAGER OLI AND THE THERMAL INFRARED SENSOR TIRS. THESE INSTRUMENTS WILL BE DESIGNATED OLI 2 AND TIRS 2 FOR LANDSAT 9, AND THE TIRS 2 INSTRUMENT WILL BE UPGRADED TO RISK CLASS B TIRS IS CLASS C ON LANDSAT 8. THE OLI 2 WILL BE BUILT BY BALL AEROSPACE TECHNOLOGY CORPORATION BATC OF BOULDER, CO. THE TIRS 2 IS BEING DEVELOPED AS A GSFC IN-HOUSE EFFORT. REVIEW NASA AND CENTER DOCUMENTATION REGARDING REQUIREMENTS FOR NASA CLASS D SCIENCE MISSIONS; AND C. DEVELOP RECOMMENDATIONS FOR CONSISTENT TERMINOLOGY AND PRACTICES FOR NASA CLASS D MISSIONS 2. ASSESS CONTRIBUTION OF SCHEDULE GROWTH TO COST GROWTH. A. IDENTIFY CONTRIBUTION OF SCHEDULE GROWTH TO COST GROWTH BY ASSESSING HISTORICAL NASA MISSION SCIENCE COST AND SCHEDULE DATA; B. WORK WITH GODDARD PERSONNEL TO IDENTIFY SPECIFIC EXAMPLES OF SCHEDULE GROWTH IMPACT ON COST GROWTH; AND C. DEVELOP BRIEFING/PAPER TO PRESENT RESULTS. 3. QUANTIFICATION OF THREAT ASSESSMENTS A. IDENTIFY THREAT ASSESSMENT QUANTIFICATION METRIC AND PROPOSE PROCESS TO PRESENT AT CODE 400 POST MONTHLY STATUS REVIEW (MSR) BRIEFING; B. ACTIVELY WORK WITH PROJECT(S) TO TAKE RISKS FROM EXISTING RISK LIST AND QUANTIFY COST AND SCHEDULE THREATS; C. DEFINE AND ESTABLISH A FRAMEWORK FOR IDENTIFYING ROBUST THREAT REPORTING COMMENSURATE WITH RISK REPORTING; AND D. STREAMLINE ACTIVE THREAT MITIGATION TO AVOID COST AND SCHEDULE GROWTH ACROSS THE FLIGHT PROJECTS PORTFOLIO. 4. HISTORICAL TECHNICAL AND PROGRAMMATIC GROWTH, AND CONTINGENCY ASSESSMENT A. LEVERAGING OFF OF EXISTING WORK, IDENTIFY SPACECRAFT MASS AND POWER, AND COST AND SCHEDULE GROWTH FOR HISTORICAL SCIENCE MISSIONS INCLUDING GSFC AND OTHER NASA CENTERS; B. IDENTIFY AVERAGES, VARIABILITY AND TRENDING DATA SEPARATED BY CENTER AND SCIENCE THEME; C. THE GODDARD SPACE FLIGHT CENTER MANAGES THE FLIGHT DYNAMICS SYSTEM. KINETX, INC., IS UNDER CONTRACT TO NASA TO DESIGN, DEVELOP, TEST AND IMPLEMENT THE FLIGHT DYNAMICS SYSTEM FOR OSIRIS-REX. THE CONTRACTOR SHALL LEVERAGE EXPERIENCE WITH DEEP SPACE NAVIGATION ANALYSIS AND OPERATIONS TO SUPPORT DIRECTLY THE GSFC FLIGHT DYNAMICS SYSTEM MANAGER IN DAY-TO-DAY ADMINISTRATION OF THE FLIGHT DYNAMICS TEAM. THE CONTRACTOR SHALL PERFORM OVERALL COORDINATION OF FLIGHT DYNAMICS SYSTEM (FDS) ANALYSES ACTIVITIES PERFORMED BY GOVERNMENT AND CONTRACTOR PERSONNEL. EXAMPLES WOULD INCLUDE WORKING WITH THE NAVIGATION CONTRACTOR TO DEFINE AND PERFORM COVARIANCE ANALYSES AND NAVIGATION SIMULATIONS, AND SUPPORT THE DOCUMENTATION OF RESULTS FROM THESE ANALYSIS ACTIVITIES IN THE NAVIGATION PLAN.
