THE SPACE ASSET PROTECTION PROGRAM HAS MANY ENGINEERING WORK ITEMS THAT NEED TO BE FINISHED IN A RELATIVELY SHORT PERIOD OF TIME AND REQUIRE PROTECTION EXPERTISE TO ACCOMPLISH THEM QUICKLY. THE PURPOSE OF THIS TASK IS TO TAP INTO THE AEROSPACE CORPORATION S PROTECTION EXPERTISE IN ORDER TO ENABLE THE RAPID COMPLETION OF SOME OF THESE ITEMS. THE CONTRACTOR SHALL ASSIST THE GOVERNMENT IN DEVELOPING AND IMPLEMENTING PROCEDURES FOR ANOMALY DETECTION, CHARACTERIZATION AND REPORTING. THE CONTRACTOR SHALL USE THE US GEOLOGICAL SURVEY (USGS) LANDSAT-7 SPACE AND GROUND SEGMENTS AS THE SUBJECT OF THE PROCEDURE. DEVELOP ANOMALY DETECTION AND CHARACTERIZATION PROCESS AND PROCEDURE. DEVELOP SIGNATURES ASSOCIATED WITH SELECTED COUNTER SPACE EVENTS. THE CONTRACTOR WILL COMPARE SIGNATURES BETWEEN COUNTER SPACE, SPACE WEATHER AND SPACE SYSTEM HARDWARE EVENTS. IDENTIFY TELEMETRY POINTS NEEDED TO SUFFICIENTLY CAPTURE EACH EVENT SIGNATURE TO ENABLE ANOMALY CHARACTERIZATION AND PROPOSE REPORTING THRESHOLDS FOR SUSPECT COUNTER SPACE EVENTS. THE CONTRACTOR WILL ALSO DEVELOP ANOMALY REPORTING PROCESS AND PROCEDURE AND IDENTIFY MISSION AND EVENT DATA REQUIRED FROM EACH SOURCE. DEVELOP CHECKLISTS OF INSTRUCTIONS FOR MISSION OPERATIONS TEAM AND FOR SAPP IN ADDITION TO AN OVERALL END-TO-END PROCESS DEFINITION AND DEFINE ROLES/PROCEDURES FOR NASA SPECTRUM MANAGEMENT TEAM AND SPACE WEATHER EXPERTS AS APPROPRIATE. DEVELOP NECESSARY REPORTING TEMPLATES AND WORK WITH EXTERNAL AGENCIES TO ENSURE NO DUPLICATION OF EFFORT. BUILD TRAINING MATERIALS WITH INPUT FROM SAPP ON DETECTION, CHARACTERIZATION AND REPORTING OF ANOMALIES. AEROSPACE WILL ALSO PROVIDE TRAINING FOR MISSION S OPERATIONS TEAMS AND TO WORK WITH EXTERNAL AGENCIES TO ENSURE THERE IS A PROCESS FOR ATTRIBUTING ANOMALIES AND/OR CLOSING THE LOOP ON REPORTED ITEMS TO ENSURE EACH ISSUE IS CLOSED APPROPRIATELY. AEROSPACE WILL ALSO POPULATE THE NEN WEBSITE WITH MISSION PRODUCTS RELATED TO ANOMALY REPORTING SO THEY ARE AVAILABLE FOR DOWNLOAD AND SUPPORT PURPOSEFUL INTERFERENCE RESPONSE TEAM (PIRT) EXERCISE ON ANOMALY REPORTING (DATE TBD, EXPECTED DEC 2014). DEVELOP REQUIRED TIMELINE, SCENARIO, CRITERIA, AND PRODUCTS AND SUPPORTING TABLE TOP EXERCISES CONDUCTED IN PREPARATION FOR THE PIRT ACTIVITY (ONE EXPECTED IN SEPT) ARE A REQUIRED DELIVERABLE UNDER THIS TASK. THE CONTRACTOR SHALL ASSIST THE GOVERNMENT IN MODELING THE SOLUTIONS PRESENTED BY EACH NASA CENTER FOR THEIR PROTECTION PATHFINDER EFFORT. THE CONTRACTOR SHALL DOCUMENT THE LESSONS LEARNED CAPTURED BY EACH CENTER. TASK ACTIVITIES INCLUDE BUT ARE NOT LIMITED TO: CAPTURE THE TEMPLATE AND APPROACH USED BY EACH CENTER IN DEVELOPING THEIR PROJECT PROTECTION PLAN (PPP). CAPTURE THE LESSONS LEARNED OBTAINED BY EACH CENTER IN DEVELOPING THEIR PPP. PROPOSE A STANDARDIZED TEMPLATE AND APPROACH FOR DEVELOPING PPPS ACROSS THE AGENCY.
