FIVE OF THE CPVS ARE PERFORMING VERY WELL, THREE CPVS FALL INTO THE MARGINAL CATEGORY, AND THREE CPVS ARE UNDER-PERFORMING. THE UNDER-PERFORMING CELLS CAUSE THE MAJORITY OF THE REDUCTION IN THE END OF DISCHARGE VOLTAGE RESULTING IN THE NEED TO REDUCE LOAD. THE LANDSAT 9 MISSION OBJECTIVE IS TO EXTEND THE ABILITY TO DETECT AND QUANTITATIVELY CHARACTERIZE CHANGES ON THE GLOBAL LAND SURFACE AT A SCALE WHERE NATURAL AND HUMAN-INDUCED CAUSES OF CHANGE CAN BE DETECTED AND DIFFERENTIATED. ONCE OPERATIONAL, DATA ACQUISITION, REPORTING, OPERATIONS, AND ARCHIVAL WILL BE ACCOMPLISHED AT THE U.S. GEOLOGICAL SURVEY (USGS) EARTH RESOURCES OBSERVATION SYSTEMS EROS FACILITY IN SOUTH DAKOTA WHERE THE CURRENT DATA IS MANAGED. THE L9 OBSERVATORY INSTRUMENT SUITE CONSISTS OF TWO MATURE INSTRUMENTS, WHICH ARE NEAR-COPIES OF THE INSTRUMENTS FLOWN ON LANDSAT 8. THEY ARE THE OPERATIONAL LAND IMAGER OLI AND THE THERMAL INFRARED SENSOR TIRS. THESE INSTRUMENTS WILL BE DESIGNATED OLI 2 AND TIRS 2 FOR LANDSAT 9, AND THE TIRS 2 INSTRUMENT WILL BE UPGRADED TO RISK CLASS B TIRS IS CLASS C ON LANDSAT 8. THE OLI 2 WILL BE BUILT BY BALL AEROSPACE TECHNOLOGY CORPORATION BATC OF BOULDER, CO. THE TIRS 2 IS BEING DEVELOPED AS A GSFC IN-HOUSE EFFORT. THE L9 SPACECRAFT BUS WILL BE BUILT BY ORBITAL ATK IN GILBERT, AZ. L9 INSTRUMENT DEVELOPMENT ACTIVITIES ARE WELL UNDERWAY, WITH BOTH INSTRUMENTS PAST CDR. THE L9 SPACECRAFT BUS IS BEING BUILT BY ORBITAL ATK IN GILBERT, AZ, UNDER A RAPID SPACECRAFT DEVELOPMENT OFFICE-III DELIVERY ORDER AWARDED IN OCTOBER 2016. ORBITAL ATK IS ALSO RESPONSIBLE FOR INSTRUMENT INTEGRATION, OBSERVATORY-LEVEL TESTING, LAUNCH SITE SUPPORT, AND OPERATIONS SUPPORT. THE TARGETED LANDSAT 9 LAUNCH READINESS DATE (LRD) IS CURRENTLY DECEMBER 2020 THE PURPOSE OF THIS TASK IT TO SUPPORT MANAGING THE DEVELOPMENT OF THE LANDSAT 9 SPACECRAFT AND OBSERVATORY. 3. THE CONTRACTOR SHALL PROVIDE SYSTEMS ENGINEERING SUPPORT, TO INCLUDE ANY SPECIAL STUDIES REQUESTED BY THE PROJECT OFFICE. THE CONTRACTOR SHALL PROVIDE ON/OFF-SITE PROJECT AND MULTIDISCIPLINARY ENGINEERING SERVICES, INDEPENDENT TESTING, CONTRACTOR-ON-SITE MONITORING, AND INDEPENDENT EVALUATION OF PROJECTS AND/OR PROGRAMS, INCLUDING COST, SCHEDULE, AND AFFORDABILITY ANALYSES, IN ANY PHASE OF THE LIFE-CYCLE THE CONTRACTOR SHALL ALSO PROVIDE LEADERSHIP OR STAFFING FOR FOCUSED SCIENCE AND TECHNOLOGY STUDIES, ADVANCED SYSTEMS ARCHITECTURE, SYSTEMS ENGINEERING AND INDEPENDENT REVIEWS OF ALL ABOVE ACTIVITIES PURSUANT TO TASK ORDERS ISSUED BY THE CONTRACTING OFFICER. THESE SERVICES SHALL INCLUDE THE PERSONNEL, FACILITIES, AND MATERIALS (UNLESS OTHERWISE PROVIDED BY THE GOVERNMENT) TO ACCOMPLISH THE TASKS. OTHER SUPPORT FOR THIS TASK MAY BE PROVIDED AT AEROSPACE FACILITIES, OTHER SUBCONTRACTOR FACILITIES (WHERE ANY NECESSARY SECURITY REQUIREMENTS WILL BE SATISFIED). AS S BAND IS HEAVILY USED BY NASA NETWORKS AND MISSIONS AND THE DEPARTMENT OF DEFENSE DOD COORDINATION AMONG THE AGENCIES HAPPENS FREQUENTLY THROUGHOUT THE YEAR FOR SYSTEMS TO COEXIST IN THE SPECTRUM BY PREVENTING THE OCCURRENCE OF INTERFERENCE TO EACH OTHER S SYSTEMS OPERATING IN THE BAND. S BAND IS HEAVILY CONGESTED AND CONTAINS MANY RESTRICTIONS ON ITS USAGE. THE CONGESTION IS GETTING WORSE EACH YEAR AS FEDERAL AGENCIES CONTINUE TO LOSE ACCESS TO SPECTRUM IN OTHER BANDS THROUGH FCC AUCTIONS AND ARE REALLOCATED TO S BAND BY NTIA. AS THIS TASK ORDER INVOLVES THE STUDY OF S BAND IT IS BENEFICIAL TO NASA AS THE MANAGER OF S BAND TO BE INVOLVED IN PROVIDING GUIDANCE AND EXPERTISE TO THE DON AND AEROSPACE WHEN CONDUCTING STUDIES ON S BAND AS A CANDIDATE FOR REALLOCATION. THE DEPARTMENT OF THE NAVY CHIEF INFORMATION OFFICE DON CIO INSURES ACCESS TO THE RADIO FREQUENCY SPECTRUM FOR NAVY AND MARINE CORPS SYSTEMS TO PROMOTE PROTECT AND ENHANCE THE NATIONS SECURITY AND TO HELP ENSURE THE PROTECTION OF AMERICAN WAR FIGHTERS. IN RESPONSE TO THE AWS 3 AUCTION THE DOD US NAVY HAS TO REALLOCATE AND OR VACATE CERTAIN RADIO FREQUENCY BANDS. NUMEROUS NAVY AND MARINE CORPS COMMUNICATIONS SYSTEMS MAY BE IMPACTED AND ACTIONS ARE REQUIRED TO EVALUATE THE POSSIBILITY OF RELOCATION OR SPECTRUM SHARING WITH COMMERCIAL USERS AND OR IDENTIFYING POTENTIAL MITIGATION TECHNIQUES. IN PARTICULAR THE MARINE CORPS AN MRC 142 C MOBILE POINT TO POINT COMMUNICATIONS MUST VACATE THE BAND IT CURRENTLY OPERATES IN BY JANUARY 2019. ADDITIONALLY PROPOSED UPGRADES TO EXISTING SYSTEMS WILL HAVE TO BE EVALUATED TO DETERMINE THEIR TECHNOLOGY READINESS TO SUPPORT IN BOTH AN OPERATIONAL AND TRAINING ENVIRONMENT.
