Description

(i) Solicitation Authority and Format: This is a combined synopsis/solicitation for commercial construction services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice, and utilizing Simplified Acquisition Procedures under FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) Solicitation Document: The solicitation number is W50S8E26Q2301 and is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-01. (iii) Scope of Work: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the construction of the Pararescue Parking Lot at Gabreski Air National Guard Base, Westhampton Beach, NY. All work shall be performed in strict compliance with the attached Statement of Work (SOW) for Project Number WKVB222301.(iv) Magnitude of Construction: In accordance with FAR 36.204, the estimated price range of this construction project is between $250,000 and $500,000.(v) Period of Performance: The contractor shall complete all work within ninety (90) calendar days after the issuance of the Notice to Proceed (NTP).(vi) Site Visit (Highly Encouraged):An organized site visit has been scheduled. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. (viii) Required Submissions: Offerors must submit the following to be considered for award:1. Price Quote must, including a firm-fixed-price for the entire scope of work.2. Technical Capability | Preliminary Construction Schedule (outlining the 90-day PoP and Resumes for Key Personnel (Project Superintendent and Quality Control Manager). 3. Bond Acknowledgment | A statement acknowledging the capability and intent to provide Performance and Payment Bonds within 10 days of award notification. Request for Information is due by COB 2 July 2026 and Quotes are due no later than 15 July 2026 2:00pm Eastern Standard Time. (ix) Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose quote represents the Best Value to the Government, price and technical acceptability considered. (x) Davis-Bacon Act: Wage Rate Requirements (Construction) #NY20260012 apply to this project. The applicable Department of Labor General Decision for Suffolk County, NY, is provided as an attachment.
