1 SUBJECT: Combined Synopsis/Solicitation: W91CRB-26-R-RBTS, FMS CASE: TU-B- UDO; Request for Quote (RFQ) for 110 FirstLook Robotic System, Flir FirstLook Consumables Kit This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Revolutionary Federal Acquisition Regulation Overhaul (RFO FAR) 12.202(b)(1) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a separate written solicitation will not be issued. This solicitation incorporates provisions and clauses by reference. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. This solicitation is a Request for Quote (RFQ) under NAICS Code: 334511 “Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing”. This action is posted as a Full and Open Competition and the size standard for the NAICS Code is 1,350 employees. The full text of provisions and clauses may be accessed electronically. Quotes must be valid for 90 days. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG), an agency of the Government, intends to procure 110 Firstlook Robotic Systems and Flir Firstlook Consumables Kits in support of the U.S. Army Security Assistance Command (USASAC), located in New Cumberland, PA. This requirement is for Foreign Military Sales (FMS) for the country of Tunisia under Case TU-B-UDO. The Government anticipates the issuance of a single Firm Fixed Price (FFP) contract as a result of subject synopsis/solicitation. The anticipated date of award to be determined but no later than 23 July 2026. All supplies are requested to be quoted upon and specified by the offeror for the following: Description: CLIN 0001 – 110 Firstlook Robotic Systems The Contractor shall provide the required supplies, Qty. 2 110 Firstlook Robotic Systems with the following specifications: • P/N: UG 4523214-490 • NAICS: 334511 “Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing” • PSC: 6665 Hazard detecting Instruments and Apparatus • Limited One (1) Year Warranty • Chassis with Flippers • Built-in Cameras with IR Illumination • Integrated Lithium Ion Battery - Single Charger for Chassis -- 1 of 6 -- 2 • AC Power Plug and DC Power Cable for BB2590/U Battery • 1-way Audio Headset and Microphone • 4.9 GHz uPoint® FirstLook® Robot • 4.9 GHz uPoint® Operator Control • uPoint® OCU Software License • Aware 2: Robot Software License • Rugged Transit Case and Documentation CLIN 0002 – Flir Firstlook Consumables Kits The Contractor shall provide the required supplies, Qty. 2 Flir Firstlook Consumables Kits with the following specifications: • P/N: UG 4524001 • NAICS: 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing • PSC: 6665 Hazard detecting Instruments and Apparatus • RCV Antenna and Mounting Screws • FirstLook Tracks (2) • Front and Rear Wheels with mounting screws (4) • Flippers (2) • OCU Radio Antennas (3) • Crush Fins (2) • uPoint Tablet Interface Cable • uPoint Radio Interface Cable • uPoint Tablet A/C Charger • uPoint Tablet Hand Grip Delivery: Vendor will NOT deliver the equipment; they will prepare shipment for delivery and contact the freight forwarder to arrange shipment of materials. Specific information required for shipment preparation will be provided on the contract. Shipment costs are paid by the Government, and no shipping costs should be included with the quote. Please note that coordinating pickup for FMS shipments can be a lengthy process, and no storage fees will be paid. The quote must clearly indicate the address where the goods will be picked up. Pickup location must be within the continental United States. Other Information/Requirements: 1. It is the responsibility of the Offeror to ensure that their Offer is compliant with ALL provisions of the RFO FAR and its supplements. The Government MAY, but is not obligated to, consider an Offer that is non-compliant with any provision of the RFO FAR and its supplements. Furthermore, the Government is NOT required to inform any -- 2 of 6 -- 3 Offeror that their Offer is non-compliant with the RFO FAR or any of its supplements. Failure of an Offer to comply with any provision of the RFO FAR and its supplements may result in the Offeror being deemed non-responsive to the solicitation. 2. All responsible sources may submit a quote which will be considered by the Contracting Officer. The offeror must be registered in the System for Award Management (SAM) database and include the assigned CAGE Code and Unique Entity Identification code with quote submission. 3. Notice to Offeror(s)/Supplier(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. 4.
