This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the
information in FAR Subpart 12. This announcement constitutes the only solicitation. Offers are being requested
and a separate written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT
BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on SAM.gov.
Solicitation number is N0060426Q4071 is issued as a Request-For Quote (RFQ) for a Maritime Satellite
Television Antenna requirement to replace the obsolete antenna in support of the USS Wayne E. Meyer
(DDG108). This solicitation documents and incorporates provisions and clauses in effect through FAC 2026-01
and DFARS Publication Notice 20260702. It is the responsibility of the contractor to be familiar with the
applicable clauses and provisions. The clauses may be accessed in full text at these addresses:

code is 334511 and the Small Business Standard is 1,350 employees. The proposed contract is 100% set-aside
for small business concerns. The Small Business Office concurs with the set-aside decision.

sources capable of providing:

The requirement will result in a Firm-Fixed Price (FFP) purchase order. The method of payment will be via
Government Commercial Purchase Card.
Delivery is 30-Days ARO; Delivery Location is USS WAYNE E. MEYER (DDG108) DLA Distribution Pearl
Harbor, 2000 Gaffney Street Bldg. 1900 Pearl Harbor, HI 96860-4512.
Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the
performance of all inspection requirements and quality control.
Submission Requirement: The quoter shall identify within their quote the quoted item description, part number,
required quantity, unit price, extended price and anticipated delivery date or timeframe.

Basis of Award: The government will award to the responsible Quoter whose quote is technically acceptable

and most advantageous to the government, price and other factors considered. By providing a quote, Quoter
acknowledges they take no exceptions to the solicitation or any instruction contained therein.
Quoters are advised that the quotation meeting the solicitation requirements with the lowest price may not be
selected for award if award to a higher priced Quoter is determined to be more advantageous to the Government.
However, the perceived benefits of the higher priced quotation must merit the additional price.
Basis of Evaluation: Technical acceptability will be rated acceptable or unacceptable. To be deemed technically
acceptable, quoter’s submission shall indicate the quoter will provide the requirement as per CLIN 0001 and
CLIN 0002 and takes no exception to the solicitation.
Responsibility Determination: The Quoter must be determined responsible in accordance with FAR 9.104. The
Government may utilize a combination of various Government database repositories used to determine that a
contractor is responsible. Such sources include but are not limited to the following: System for Award
Management (SAM) and the Supplier Performance Risk System (SPRS).
Quoters are responsible for ensuring timely submissions are received by the POC identified in the solicitation.
The government is not responsible for late or lost submissions.
Quote Submittal: This announcement will close at 12:00PM HST on Monday, 27 July 2026. Contact Lenin

response to this notice.
System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for
award. Registration is free and can be completed on-line at http://www.sam.gov/.
All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number
if applicable, business size, and Net 30 payment terms. Each response must clearly indicate the capability of the
quoter to meet all specifications and requirements.
By providing a quote, Quoter acknowledges they take no exceptions to the salient characteristics, solicitation, or
any instruction contained therein.
