STATEMENT OF WORK (SOW)
COMM SHOP AC DESIGN AND SUPPLY
USP ALLENWOOD – PROJECT 26Z2AM2
1.0. GENERAL
1.1. INTRODUCTION
A. The Federal Bureau of Prisons (FBOP), Federal Correctional Institution (USP) Allenwood, located at
Route 15, 2 Miles North of Allenwood, Allenwood, Pa. 17810 intends to award a single contract to a
responsible entity for the total design, specification, and procurement of materials necessary for the
installation of an auxiliary HVAC/humidity control system at the USP COMM Shop. USP Allenwood
will install all equipment utilizing in-house labor.
1.2. SUMMARY
A. The Contractor shall provide complete design and supply services, ensuring all deliverables comply
with or exceed applicable federal, state, local and project specific codes, and the intent of this SOW.
B. The project scope encompasses, but is not limited to, the followings tasks:
1) System Design & Documentation: Designing the HVAC and humidity control system, and
providing all necessary drawings and specifications.
2) Heat Load Analysis: Performing comprehensive calculations to determine the required heat load
capacity.
3) Equipment Supply & Delivery: Sourcing and supplying the rooftop unit, humidification system,
associated ductwork, and all other applicable equipment/materials.
4) Commission & Verification: Testing and verifying the full system functionality in collaboration
with FCC Allenwood staff immediately following project completion.
C. Government's Right of Final Technical Acceptance: The government retains the sole and final
authority to determine technical acceptance for all submitted products, based on the provided
documentation and compliance with stated standards.
1.3. QUALITY ASSURANCE / START UP WARRANTY (IF REQUIRED):
A. The Supply Vendor warrants that the equipment provided shall be consistent with current industry
standards.
B. The equipment shall be free from any defects in materials and workmanship for a period of at
least five (5) years from the date of final acceptance. During this warranty period, the Supply Vendor
shall, at no additional cost to the FBOP, correct any defects in the products that are identified. This
warranty includes, but is not limited to, the following:
1) Materials and Equipment: All materials and equipment provided by the Supplier will be new,
of good quality, and free from defects.
2) Compliance: All equipment will comply with the specifications and requirements set forth in this
SOW and any related documents.
C. If any defects are discovered during the warranty period, the FBOP shall notify the Vendor in writing.
The Vendor will respond promptly and take necessary actions to correct the defects within a
reasonable timeframe
1.4. SUBMITTALS:
A. Security Paperwork: Not less than seven (7) working days prior to the initial site visit, submit all
security clearance documentation to the Contracting Officer’s Representative (COR).

B. The Supply Vendor shall provide FBOP all the technical documents of the equipment including
operation manuals, product data sheets, warranty documents, and manufacturer’s support
agreement upon, or prior to purchase agreement.
1.5. DELIVERY:
A. Delivery hours for supply vendors are 7:30 AM – 1:00 PM, Monday through Friday, excluding
weekends and federal holidays. Any delivery required to be completed at any other time than
noted above must be scheduled five (5) working days prior to the start of the work. Only
a facilities department staff member is authorized to receive or sign for any deliveries made to the
site.
1.6. ADDITIONAL CONSIDERATIONS:
A. Delivery personnel will NOT be allowed to take pictures of the Institution, especially
where inmates are present during delivery at FCC Allenwood.
B. Delivery personnel will be permitted to wear jeans in the Institution; however, the Institution will
specify which colors of clothing shall not be allowed. The clothes shall be proper and suitable for the
services that are being provided.
C. Smoking including e-cigarettes and vaping devices is prohibited on Federal property. There are some
exceptions and additional restrictions for Institutions that have designated smoking areas.
