Offutt Air Force Base
“Defenders of Freedom” Air and Space Show (The Organizer)
1.) Purpose: The purpose of this agreement is to outline the responsibilities and major actions of the open
house promoter to provide tents at the Offutt Air Force Base “Defenders of Freedom” Air and Space Show on or
about August 7-9, 2026.
2.) General:
A. SCOPE: This agreement provides guidance and documents agreement on aspects for general support of
the Offutt Air Force Base “Defenders of Freedom” Air and Space Show. Actions and agreements herein
apply only to the participating parties and are not intended to supersede existing regulations or agreements.
B. Requirements:
I. The period of performance is Thursday, 6 August 2026 through Sunday, 9 August 2026.
Labor and materials will be delivered on-site no earlier than 12:00 PM CDT on Thursday 7
August 2026 and tent setup will be completed by 8:00 AM CDT, Friday, 7 Aug 2026.
Contractor will begin removal of tents no earlier than 3:00 PM CDT, Sunday, 9 August
2026. All tents shall be removed from the premises no later than 7:00 AM CDT, Monday,
10 August 2026.
II. Contractor will be required to submit a timeline that outlines expected delivery, setup, and
removal of all tents corresponding with the requirements in Section III below.
III. Contractor will provide all labor and materials required to supply the following tents:
1. One (1) 40’ x 80’ Command Tent: Request clear-span tent with sidewalls. Tent
will be installed NLT 8:00 AM (CDT) Friday, 7 August 2026.
a. Tent shall not exceed 40ft in width
b. Tent will be installed on grass
c. Installation shall begin no earlier than 12:00 PM CDT, Thursday, 6 August
2026
2. One (1) 40’ x 75’ STEM Tent: Request clear-span tent with sidewalls. Tent
will be installed NLT 8:00 AM (CDT) Friday, 7 August 2026.
a. Tent shall not exceed 40ft in width
b. Tent will be installed on grass
c. Installation shall begin no earlier than 12:00 PM CDT, Thursday, 6 August
2026
3. Three (3) 15’ x 30’ Security Tents: Request high frame tent without sidewalls
to accommodate 8’ tall metal detectors and allow for a large volume of guests
to move about freely as they transit through the tent. Tents will be installed
NLT 8:00 AM (CDT) Friday, 7 August 2026.
a. Tents will be installed on concrete
b. Installation shall begin no earlier than 2:00 PM CDT, Thursday, 6 August

4. One (1) 40’ x 135’ FSS Sponsor Tent: Request frame tent without sidewalls.
Tent will be installed NLT 8:00 AM (CDT) Friday, 7 August 2026.

5. Tent Ballasts/Anchors: Contractor will provide weighted ballasts sufficient to
maintain the integrity of each tent in an open-air setting per manufacturer
specifications. Tents listed as being installed in the grass will require permit
coordinated by Contractor with Airshow Staff and Civil Engineering squadron
NLT 30-days prior to delivery. Tents installed on concrete will require
concrete and/or water ballasts.
IV. Tents with comparable areas will be considered. However, it shall meet or exceed the
minimum area required above (W x L = Area). Command and STEM tent still shall not
exceed 40’ in width.
V. Tents must be tasteful in pattern and design to avoid the open house taking on the character
commercial events, carnivals, fairs, or create an impression of a commercial, carnival or
fundraising environment.
a. Contractor will provide pictures of quoted tents for review/approval by
airshow staff.
3.) Responsibilities:
A. The Contractor:
I. Contractor will supply all materials and labor to supply and install tents outlined
above to include:
a. Contractor will conduct background checks on all employees designated to
support installation and removal of tents. Individuals with unfavorable
background checks will be restricted from access to the military installation.
i. Foreign nationals must be pre-coordinated through the 55th Wing
Installation Protection office.
ii. Contractor and all associated sub-contractors’ employees shall
comply with adjudication standards and procedures using
National Crime Information Center Interstate Identification
Index (NCIC-III) and Terrorist Screenings Database (TSDB)
(Air Force Instruction (AFI) 10-245 and Air Force Manual
(AFMAN 31-113), applicable installation, facility, and area
commander installation/facility access and local security policies
and procedures (provided by Government representative)
b. Contractor will ensure tents are properly secured to the ground via weighted
ballasts. Drilling into concrete apron is prohibited. Drilling into grass will
require a dig permit at Contractors expense along with prior coordination to
conduct site survey with 55th Civil Engineering squadron.
c. The following items are prohibited on military installations:
i. Ammunition and Explosives
ii. Fireworks, Firecrackers, Bottle Rockets
iii. Drugs and/or Drug Paraphernalia
iv. Any firearms
v. Any dagger, dirk, switchblade, butterfly knife, stiletto knife,
Machete, or any other unusually dangerous instrument capable of
inflicting cutting, stabbing, or tearing wounds is prohibited.
vi. Brass or iron knuckles. They are defined as any instrument that
consists of finger rings or guards made of a hard substance that is
designed, made, or adapted for the purpose of inflicting injury by
striking a person.
vii. Items specifically designed or modified as an offensive weapon are
prohibited. These include, but are not limited to, modified baseball
bats, ax handles, clubs, blackjacks or chains.
viii. Conducted electrical weapons (CEWs) or stun guns, such as

Tasers. These items are defined as any item intended to be used as
either an offensive or defensive weapon that is capable of
temporarily immobilizing a person by the infliction of an electrical
charge.
ix. It is prohibited for any person to possess, display, or handle any
weapon, to include replicas and realistic looking toy weapon…
