DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
SCOPE OF CONTRACT
Description of Work: The intent of this contract is to select a contractor who will provide the US
Forest Service with the required heavy equipment needed for various Engineering and
Restoration Projects. The rental contract will be for a 10-week period beginning July 13, 2026,
or as early as possible after and ending September 18, 2026, with the possibility to shorten or
extend the contract for 1 or more pieces of equipment at the monthly rate.
Contractor Responsibility: The Contractor shall provide everything--including, but not limited
to, all equipment, supplies, transportation, labor, and supervision--necessary to complete the
project, except for that which the contract clearly states is to be furnished by the Government.
Project Location & Description
Location: Ski Run Blvd, approx. ½ mile South of the Pioneer Trail and Ski Run Blvd
intersection, South Lake Tahoe, CA 96150. All equipment will be delivered to this location on
August 3, 2026, with the exception described below.
Note: The Terramac RT7R (or equivalent) tracked dump hauler will be delivered to a different
location on Elks Point Drive (near intersection with Highway 50) in Stateline, NV on 7/13/2026.
Description: The heavy equipment listed in this contract will be used in the construction of trails
and a stream and meadow restoration project.
Accessibility:
Any prospective contractor desiring an explanation or interpretation of the specifications, etc.,
must request it in writing from the Contracting Officer soon enough to allow a reply to reach all
prospective contractors before the solicitation closing date. Oral explanations or instructions
given before the award of a contract will not be binding.

weather has made access too dangerous or that continued vehicular travel would cause
unacceptable road damage.
Licenses and Insurance
The contractor shall obtain the insurance and licenses listed here; (see also Section L, Notices to

Technical Requirements: The rental contract will be for a 10-week period beginning July 13,
2026, and ending September 18, 2026, with the option to shorten or extend the contract for 1 or
more pieces of equipment at the monthly rate. Approximate rental periods for each piece of
equipment are itemized in Section B. The equipment included in the contract shall be 2
excavators, 1 sweeper, one 10 yd dump truck, and 1 off road tracked carrier dump truck. The
excavators will be in the 18,000 lb weight class (CAT 307/308 or equivalent) equipped with two
36” buckets, one with teeth and one with a grading edge, with thumb, front blade, rubber tracks,
and environmental cab. The tracked crawler carrier will be in the 23,000 lb size range (Terramac
RT7R or equivalent), with rubber tracks, a rotating dump bed, and environmental cab. The
sweeper will be a LayMor Sweepmaster 300 (or equivalent) self-contained driving unit (as
opposed to a Skidsteer mounted attachment) with an environmental cab. Equipment must be
pressure-washed before delivery to the project area to remove weeds and petroleum-based
products. All equipment and parts will be in proper operating condition. All protective armoring
and skid plates will be in place to reduce the possibility of rupturing equipment hoses, resulting
in a leak. It is required that hoses and "O" rings be inspected and replaced if needed prior to
starting work to reduce the potential for a hydraulic leak. All equipment must meet the Tier 3
or higher requirements for air quality and have been approved for use in California. The
contractor will service the equipment as needed to maintain it in good operating condition.
Estimated response times to repair breakdowns should be included in contractor quotes and will
be considered in award of contract. The USFS will provide fuel and operators for the equipment.
