Purpose and Intended Use The contractor shall furnish a new, fully assembled, fully outfitted general-use vessel to support Monomoy National Wildlife Refuge operations. The vessel will be used in nearshore and coastal waters to transport personnel, equipment, and supplies to and from offshore islands. Operations routinely occur in shallow flats with beach landings as well as wave-exposed nearshore waters. The vessel shall be suitable for routine operation in 2–4 foot wind-driven seas with additional swell conditions common to nearshore Atlantic environments. Boat Type and Configuration • Center console configuration • Outboard-powered vessel • New, current production model (no used or refurbished vessels) 3. Hull Design and Construction • Hull length: 21 feet (± 6 inches) • Modified V-hull • Deadrise at transom: 14–16 degrees • Draft: 10–12 inches measured at rest with engine trimmed up; draft up to 15 inches acceptable for vessels meeting offshore seaworthiness requirements • Solid fiberglass hull construction • No balsa or foam coring below the waterline • Reinforced hull with bonded internal stringer grid • Elevated bow freeboard suitable for nearshore operations • Heavy-duty rub rail • Keel guard or equivalent -- 1 of 3 -- U.S. Fish and Wildlife Service National Wildlife Refuge System Page 2 of 3 4. Deck, Console, and Operator Features • Center console with dry storage • Stainless steel grab rails • Leaning post with folding seat and backrest • Recessed footrest • Anchor locker • Stainless steel cleats • Hydraulic steering with stainless wheel • T-top • Trim tabs with position indicator • Jack plate • Non-skid deck • Bow and aft seating with removable cushions • Under-seat storage • Swim platform with ladder • Removable windshield • USB and 12-volt charging ports 6. Capacity and Fuel • Minimum passenger capacity: 8 persons • Fuel capacity: not less than 90 gallons 7. Manufacturer Qualifications • Minimum 20 years of fiberglass center-console vessel production • Demonstrated use in government, commercial, or law enforcement operations 10. Documentation and Delivery • Builder’s specification sheet • Hull Identification Number (HIN) • Manufacturer warranty for hull and gelcoat • Fully assembled and operational delivery to Chatham, MA • Domestic manufacturing required -- 3 of 3 --
