PERFORMANCE WORK STATEMENT (PWS) NMARNG 226th MP CO Pre Deployment Yellow Ribbon Event Part 1 General Information 1. General: This is a non-personal, firm fixed price (FFP) service contract to provide display area, meeting rooms, audio and visual equipment, childcare, lodging and food on 28 September 2026. All services shall be provided for the New Mexico Army National Guard (NMARNG) Yellow Ribbon Reintegration Program (YRRP). 1.1 Description of Services: Services are to be provided at the location or surrounding area of Albuquerque/Rio Rancho, NM that will enhance opportunities for Service Members to have access to and focus on the Yellow Ribbon Curriculum. The preferred location would be the Rio Rancho area, then extended out to Albuquerque. Contractor shall provide all necessary facilities, personnel, labor, equipment, supplies, materials, supervision, and other items and non-personal services necessary to perform YRRP Event Services as defined in the PWS. 1.2 Objectives: The Contractor must provide for the requested number of attendees’ lodging, parking, refreshments, childcare and meeting space to accommodate for a one-day training event for the Post Deployment Yellow Ribbon. It is the responsibility of the contractor to ensure all requested requirements are met or exceeded. This performance shall be monitored by a representative of the G3. The contractor’s employees will abide by the regulations of the privately owned venue that is being contracted for use by the NMARNG; this includes fire, traffic, safety and security regulations. 1.3 Scope: The contractor shall provide a venue that can accommodate up to (179) attendees of the event. Projected driving distance, to the location, should not exceed 50 miles from the New Mexico National Guard Readiness Center Rio Rancho, NM. Google maps will be utilized to calculate distances, end-point used will be 4001 Northwest Loop, Rio Rancho, NM 87144. The preferred location would be the Rio Rancho area, then extended out to Albuquerque. 1.3.1 Period of Performance: September 27th - 28th 2026. 1.4 Facility & Equipment Requirements: 1.4.1 General Session Room: • General Assembly Room: Tables for 179 people must be reserved for September 28th, 2026 from 06:00 a.m. until 5:00p.m. • Two registration tables and chairs outside general session room ready by 06:00 a.m. and available until 5 p.m. September 28th, 2026. Three (3) personnel to assist with event registration, check in and check out. -- 1 of 8 -- • Facility and staff available at a mutually agreed-upon time for a walkthrough no later than 1:00 PM the day before the event. 1.4.2 Setup: • Podium in front of room • A/V Power cart, power supply, sound connection, internet access and screen. Chair at AV table. Venue will provide extension cord, surge protector, projector, audio of two speakers, and two microphones. NMARNG will provide own computer. • Water and teas available throughout the day in general session area. 1.5 Breakout Rooms: Two (2) Childcare rooms. • Youth: One (1) child break out room (youth ages 6-18 years old) for up to ten (10) youth. September 28th, 2026 from 07:00 a.m. until 5:00p.m. Five tables and 15 chairs in the room. Internet connectivity and screen. Water station and light refreshments appropriate for children available throughout the day September 28th, 2026 from 07:00 a.m. until 5:00p.m. Breakout rooms must be private from the public eye and without any outside traffic or distraction. • Youth: One (1) child break out room (youth ages 0-6years old) for up to fifteen (15) youth. September 28th, 2026 from 07:00 a.m. until 5:00p.m. Access to an in-room bathroom or bathrooms nearby. 2 tables, a fridge, blankets and pillows, multiple pack & plays, water and snacks. Breakout rooms must be private from the public eye and without any outside traffic or distraction. 1.6 Provider Display Area: • Twenty (20) display tables, each with two chairs on September 28th, 2026 set up in the foyer area near general session room. • Set up and ready by 07:00 a.m. until 5:00 p.m. September 28th, 2026 1.7 Additional Items Requested by Individuals: • The government will not reimburse the contractor and is not liable for any additional items requested by individuals at the event such as room service for sleeping rooms, coffee or snack items. Any such requests must be paid by the requestor. 1.8 Audio Visual: Audio/visual for the general assembly room will include power supply, sound connection, internet access and screen. Chair at AV table. Venue will provide -- 2 of 8 -- extension cord, surge protector, projector, audio of two speakers, and two microphones. NMARNG will provide own computer. Audio visual for the two (2) youth breakout rooms will include power supply, sound connection, internet access and screen. Venue will provide staff assistance if needed for audio visual issues. 1.9 Food 1.9.1 The government will not pay and is not liable for any additional food over the number given to the venue prior to the event. Price of all refreshments including all service fees shall not exceed the difference of the local government per diem rate and the proportional meal rate per event location. Price will include all applicable service charges. Gratuities are not authorized. Menus will be finalized seven days prior to the event. Menus agreed upon will not exceed the proposed pricing. 1.9.2 The venue shall provide light refreshments and beverages, for example: Charcuterie, finger sandwiches, pinwheels, fruit, dips, vegetable trays etc. for the duration of the training on September 28th, 2026 for one (1) AM break period - 8:00 AM to 9:00 AM and one (1) PM break period - 12:00 PM to 1:00 PM. 1.9.3 Light refreshments for 179 people shall be appropriate for adults, children & youth and include a vegan, dairy free and other dietary restriction options.
