1. CONTRACTING OFFICER’S REPRESENTATIVE (COR)
1.1 The Contracting Officer’s Representative (COR) designated for this requirement is identified below. The COR serves as the Contracting Officer’s authorized technical representative and is the principal point of contact between the contractor and the Government for all technical matters arising under this Statement of Work (SOW). The COR has no authority to modify the terms, price, or scope of the contract; such authority is reserved exclusively to the Contracting Officer.

2. CONTRACT TITLE
2.1 Greater Los Angeles VA Police Department — Mobile Surveillance Trailer Procurement.
3. BACKGROUND
3.1 The Greater Los Angeles VA Healthcare System (GLAHCS) VA Police Service is one of the largest federal law enforcement organizations within the Veterans Health Administration (VHA). The Service delivers continuous, 24-hour police, physical security, and emergency response operations across multiple campuses and outpatient sites throughout the Greater Los Angeles area, including the West Los Angeles VA Medical Center, the VA Sepulveda Ambulatory Care Center, the VA Downtown Los Angeles Clinic, and numerous community-based outpatient clinics.
3.2 Fixed camera infrastructure currently deployed across GLAHCS does not provide coverage for all locations, outdoor perimeters, parking structures, encampment response zones, construction areas, and temporary assembly areas that require surveillance. These coverage gaps limit the VA Police Service’s ability to monitor high-priority areas, respond to emergent incidents, investigate criminal activity, and protect patients, visitors, employees, and Government property.
3.3 Mobile surveillance trailers provide a proven law enforcement force-multiplier that enables rapid deployment of high-definition video, audio, and deterrent capability to any area identified as a priority by command staff. Mobile platforms can be repositioned as operational priorities shift, deployed to outdoor perimeters and remote areas without fixed camera access, and used to provide temporary surveillance coverage for planned events, high-profile visits, protests, and construction projects.
3.4 The Executive Order establishing the National Center for Warrior Independence (NCWI) has expanded VA Police staffing at GLAHCS by seventy-three (73) authorized Full-Time Equivalent Employees (FTEEs). The expansion of the police force, coupled with an expanded security mission across the West Los Angeles campus, has materially increased the demand for reliable, mobile, continuously operating surveillance capability that complements, but does not replace, existing fixed camera systems.
3.5 The trailer systems procured under this SOW are designed to support prolonged deployments of up to thirty (30) days between refueling events, with minimal human intervention required. Each system is configurable to the specific mission, terrain, power source, and threat profile of the deployment location, and is capable of independent operation using onboard battery, solar, and generator power.
4. SCOPE
4.1 The contractor shall furnish all equipment, materials, labor, delivery, rigging, on-site setup support, demonstration, and documentation required to deliver four (4) fully operational mobile surveillance trailer systems to the GLAHCS VA Police Service. The required systems are the Wanco WCTS-MM-4A-1500H Solar/Hybrid Integrator, or equal, configured with the components and accessories identified in Section 5.1 of this SOW.
4.2 All items shall be new, current production, first-quality, and free of defects in material and workmanship. Delivery, rigging, freight, and any setup and demonstration services required to place each trailer in a fully operational condition at the designated place of performance shall be included in the contract price.
4.3 The contractor shall ensure that all components are properly packaged and protected for shipment, labeled with the Purchase Order (PO) number, and delivered to the designated place of performance accompanied by complete receiving documentation, including a packing list, bill of lading, and any required manufacturer certifications.
5. SPECIFIC TASKS
5.1 Procurement and Delivery of Trailer Systems
5.1.1 The contractor shall procure, configure, and deliver the equipment identified in the table below. The quantities, descriptions, and model numbers are derived from [Wanco Quote #___, dated ___], and are incorporated into this SOW as binding deliverable specifications. “Or equal” items shall meet or exceed the form, fit, function, and performance characteristics of the specified model in all material respects.
