Description

1. INTRODUCTION The purpose of this request is to procure a Fundamentals of Capability Based Test & Evaluation (CBT&E) Course for Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD). 2. OBJECTIVE The objective of this course is to provide participants with a foundational understanding of the principles and strategic value of Capability-Based Test & Evaluation (CBT&E). The training is designed to introduce the T&E workforce to the modern, mission-focused testing paradigm and its role in agile acquisition. Upon completion of this course, attendees will be able to: · Explain the core concepts of CBT&E and how it differs from traditional testing methodologies. · Describe the process of using a Concept of Operations (CONOPS) to define mission-based test objectives. · Identify the fundamental principles of mission-based test design and experiment design. · Recognize the importance of an integrated evaluation framework for supporting program decisions. 3. SCOPE OF WORK Scope of Work: Capability-Based Test & Evaluation (CBT&E) Training Services The Contractor shall provide a detailed, instructor-led Test and Evaluation (T&E) course covering the principles of Capability-Based Test & Evaluation (CBT&E). Instruction shall be delivered by subject matter experts (SMEs) and tailored to the dynamic, mission-focused needs of the workforce. Course Objectives & Paradigm Shift This training service shall provide participants with a comprehensive understanding of the principles and application of CBT&E. The Contractor's instruction must focus on the paradigm shift from traditional, compliance-based testing to a more dynamic, mission-focused evaluation continuum. Overarching Goal: To equip attendees with the specialized knowledge required to design and execute integrated test strategies that accelerate the delivery of resilient and effective warfighting capabilities. Key Areas of Instruction -- 1 of 6 -- The Contractor shall ensure the curriculum covers, at a minimum, the following tailored subject areas: Instruction Area Curriculum Requirements & Focus Mission-Based Test Design Analyzing the Concept of Operations (CONOPS) and Concepts of Employment to decompose mission requirements into testable tasks and scenarios. Integrated T&E Strategy Developing a holistic evaluation framework (e.g., Test and Evaluation Master Plan (TEMP), Master Test Strategy (MTS)) and integrating developmental and operational testing to gain early insights and improve efficiency. Fundamentals of Experiment Design Applying Scientific Test and Analysis Techniques (STAT) to ensure test events are structured for rigorous, statistically defensible, and credible results. Leveraging Digital Engineering Utilizing modeling, simulation, and Live, Virtual, and Constructive (LVC) environments to support a continuous "model-test-validate-design" lifecycle and evaluate capabilities in complex operational settings. Early & Continuous Data Integration Establishing a digital thread to ensure data continuity throughout the acquisition lifecycle. This includes strategies for collecting, curating, and sharing data early (including from contractor development activities) and leveraging authoritative data sources across all subsequent phases of testing to support the broader digital engineering ecosystem. Expected Training Outcomes To measure the effectiveness of the professional service provided, the Contractor's instruction shall enable students to achieve the following competencies upon course completion: Outcome Area Expected Competency / Capability Mission-Focused Deconstruction Students shall be able to decompose complex warfighting mission requirements (using CONOPS and Concepts of Employment) into testable, realistic operational scenarios. Strategic T&E Planning Students shall be capable of drafting, evaluating, and integrating developmental and operational testing strategies within a unified framework (such as a TEMP or MTS). Rigorous Test Design Students shall demonstrate the ability to apply Scientific Test and Analysis Techniques (STAT) to ensure all structured test events yield statistically defensible and credible data. Digital Lifecycle Integration Students shall understand how to leverage modeling, simulation, and LVC environments to maintain a continuous "model-test-validate-design" lifecycle. Digital Thread Continuity Students shall be equipped to establish strategies for early data collection, curation, and sharing—enabling a seamless digital thread from initial developer testing through final operational evaluation. -- 2 of 6 -- 4. Number of Students: 25 Each training session at each training location shall include up to 25 students.
