STATEMENT OF WORK FOR 2026 NATIONAL STEM FESTIVAL POWERED BY EXPLR PBC, INC. I. BACKGROUND/OBJECTIVE In alignment with the Chief of Naval Operations' policy and Navy Recruiting Command’s contract attainment objectives, participation in the National STEM Festival powered by EXPLR PBC, Inc. provides a strategic opportunity for Navy Recruiting Command to demonstrate the Navy’s commitment to excellence as students navigate their path to higher education and explore available career opportunities. The National STEM Festival package will encompass the period of June 24, 2026 – June 27, 2026 to include services to support the U.S. Navy’s recruiting opportunities and outreach venues. The National STEM Festival is a national platform designed to spotlight student innovation and elevate STEM education across the United States. The festival brings together middle school, high school, and early college students who have demonstrated strong interest or achievement in science, technology, engineering, and mathematics. Many participating students represent top STEM prospects from across the country, making the audience academically motivated, future-focused, and highly aligned with advanced technical career pathways. II. STATEMENT OF WORK/DELIVERABLES Partnership Overview: Festival Dates June 24 – 27, 2026 | Washington, D.C. Activation Dates: Thursday, June 25, 2026 (VIP Day) Speaking Opportunity: Future Builders: College & Career Networking Night delivering opening remarks Saturday, June 27, 2026 (Public Expo – 5,000+ attendees) Activation Footprint: 20’ x 30’ Custom Experience footprint. Integration into festival flow and crowd routing Listing of U.S. Navy as an official Activation participant Logo placement on applicable festival materials (as approved) College & Career Networking Night Participation Scheduling and coordination for one (1) set of opening remarks at Future Builders: College & Career Networking Night Run-of-show integration, timing guidance, and onsite producer coordination Festival-provided photography (as available) Rights to use provided imagery for Navy marketing purposes {Memorandum ~ Department of the Navy, Office of the Assistant Secretary (Financial Management and Comptroller) dated May 12, 2006 indicates ~ Conferences sponsored by non-Federal entities – non-severable fee: The DON may pay or provide reimbursement for food purchased as a non-severable, non-negotiable portion of a registration or attendance fee} III.
