1.0 Introduction.
This statement of Objective (SOO) defines the requirement for the Contractor to Engineer, Furnish,
Install and Test (EFI&T) into service a new standalone push-to-talk Voice over IP (VoIP) based Second
Crash Network (SCN). This system will replace the existing copper based SCN for the 31 OSS user at
Aviano AB, Italy. Table 1 below shows the proposed locations of main SCN equipment and user location to
include the initiator console requirement. All future references to Government Furnished shall be reflected as
(GFE). All locations are on Aviano AB, IT.
Note: The offerors shall show and explain in their proposals how to meet the requirements set forth in
this SOO and show a list of the proposed major equipment to be used and installed under this project.

Special Note: Building numbers and their comm rooms will not change. It is possible that a
customer may move location within the building before contract installation, so the User
Location/Room may change. But the new location will not impact the Contractor’s efforts for
there will be a premise wiring drop in the room.
1.1. SCOPE. The current SCN equipment is Forum Alert III. The Contractor shall Engineer,
Furnish, Install and Test (EFI&T) an upgrade to this system to a new push-to-talk standalone Voice
over IP (VoIP) based Second Crash Network (SCN) replacing the existing copper based SCN that
meets the requirement set forth in this SOO. The new system shall include a recording capability and
uninterrupted power supplies (UPSes). The proposed system shall meet the requirements of AFMAN
13-204v2, paragraph 4.2.2.3. The proposed system shall have the capability to dial in less than a
second to connect. See Figure #1 below for a high-level base SCN requirements.
Note: All network equipment should meet the U.S. Trade Agreements Act (TAA) rules.

1.1.1. B1442 (Comm Facility): This facility houses the current SCN equipment. It is also proposed to house
the main SCN equipment with a console for the new system. Fiber strands are available from the equipment
room (Rm 128) in B1442 to all user end buildings.
1.2. User End Requirement: At each location, the Government shall provide cabinet space for the
Contractor to EFI&T all their equipment (Switches, Initiator Consoles, CAT 6 patch cords, and Fiber
jumpers). Each cabinet shall also include 220VAC, 50 Hz power with an Italian electrical plug.
1.2.1. Ref Table 1 above. At each user location, GFE premise wiring is available to connect the
Contractor’s EFI&T phones.
1.2.2. All Contractor install cables shall be supported every 18 inches by Contractor EFI&T tie wraps,
Velcro straps, conduit, raceway, and/or J Hooks. The Government shall provide Cat 6 and fiber cross
connection cut sheets and participate in all cross connections with the Contractor.
1.3. Equipment Installation: Before installing equipment in any cabinet, the Contractor is
responsible to coordinate with Government representatives that the cabinet is properly grounded. If it
is not, the Government shall take all required actions to ground the cabinet properly.
1.4. Test: It is the Contractor’s responsibility to test all SCN Equipment, switches, UPSes, blocks, and
cables to ensure that they meet all standards and requirements. The Contractor shall correct any

deficiency and provide 31 CS point of contact all testing results. The Contractor shall provide an end-
to-end test on all circuits to ensure that there is minimal interference and correct functionality.
1.5. EFI&T: The Contractor shall EFI&T all materials and perform all work to include making all
cross-connection assignments and changes required to complete requirements as specified in this SOO.
The Contractor shall provide a List of Materials to include all equipment to be installed. The
Contractor shall coordinate all installations through 31 CS/SCX and the Contracting Officer
Representative.
2.0. PROJECT SUPPORT REQUIREMENTS.
2.1. Project Requirement: For the areas identified above, the Contractor shall provide all management,
personnel, equipment, tools, transportation, supplies, materials, supervision, and other incidentals
necessary to EFI&T the SCN. All materials provided shall be new and not refurbished. All network
equipment shall meet the U.S. Trade Agreements Act (TAA) rules.
2.2. Base Support Requirements. As part of this proposal, the Contractor shall identify any base
support requirements (for example, laydown and storage areas) necessary to complete this project.
Copies of each Building’s Floor Plan will be provided by the Government 10 days after contract
award. These are provided for the Contractor to properly plan their SCN installation.
2.2.1. Mission Partner Point of Contact (MP POC): The 31 CS will assign an MP POC who will be
the contractor main POC for this installation. The MP POC will be identified by a separate letter. The
