PERFORMANCE WORK STATEMENT (PWS) UNARMED SECURITY GUARD SERVICES Bakersfield National Cemetery PART 1 GENERAL INFORMATION GENERAL: This is a non-personnel services contract to provide Unarmed Security Guard Services. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Unarmed Security Guard Services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract. BACKGROUND: The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) is responsible for the operation and maintenance of national cemeteries across the United States. The primary mission of the NCA is to honor Veterans and their eligible family members with final resting places in national shrines and with lasting tributes that commemorate their services and sacrifice to our Nation. To support this mission, unarmed security services are required to ensure the safety and security of cemetery property, staff visitors, and assets during designated periods. Security services play a crucial role in maintaining the dignity, respect and solemnity appropriate to a national cemetery environment. These services include site patrols, incident reporting, access control, and deterrence of unauthorized activity. This contract provides for unarmed security guard services at Bakersfield National Cemetery, located in Arvin, CA to maintain a safe and secure environment in alignment with federal, state, and local regulations and the NCA’s commitment to operational excellence. OBJECTIVES: Provide a secure and respectful environment that upholds the dignity of the national cemetery, ensuring the safety of visitors, employees, and government property at all times. Prevent unauthorized access, vandalism, theft, or disturbances on cemetery grounds through professional, proactive, and visible security presence. Support the uninterrupted conduct of interment services and ceremonial events by maintaining situational awareness, managing access, and ensuring a peaceful setting. Respond appropriately and efficiently to security incidents, emergencies, and suspicious activity, in coordination with cemetery personnel and local law enforcement as needed. Ensure continuous monitoring and safeguarding of critical infrastructure and assets, including administrative buildings, maintenance facilities, committal shelters, flagpole area, and memorial areas. Promote public confidence and trust by providing courteous, professional assistance to visitors while maintaining a discreet and solemn demeanor appropriate to a national shrine. Comply with all applicable federal, state, and local laws, as well as Department of Veterans Affairs (VA) and NCA-specific regulations and post orders. Deliver all security services in a manner consistent with the mission and values of the National Cemetery administration: “No Veteran Ever Dies”. SCOPE: Unarmed Security Guard Services. The purpose of this contract is to provide Unarmed Security Guard Services at Bakersfield National Cemetery, in support of the National Cemetery Administration (NCA), U.S. Department of Veterans Affairs. The contractor shall furnish all labor, supervision, equipment, uniforms, supplies, and transportation necessary to perform professional Unarmed Security Guard Services to protect government property, cemetery grounds, employees, and the visiting public. Security services shall be performed in a manner that reflects the dignity, solemnity, and reverence of the national cemetery, honoring the service and sacrifice of interred veterans and their families. All security activities shall be conducted with the utmost respect and discretion in accordance with federal regulations, local laws, and VA/NCA policies. The contractor shall ensure continuous surveillance and patrol of designated areas, control access points, prevent unauthorized activity, respond to security incidents, and support special events such as military funeral honors and ceremonial events. All duties shall be performed by qualified, trained, and licensed personnel in accordance with the requirements set forth in this PWS. The scope includes routine patrols, monitoring of facilities, incident response, emergency support, visitor assistance, and the maintenance of security logs and incident reports as directed by the Contracting Officer’s Representative (COR). Services shall be provided after operating hours and during scheduled and unscheduled federal holidays and weekends. PERIOD OF PERFORMANCE: The period of performance shall be for one (1) Base Year of 12 months and two (4) 12-month option years, if exercised. The Period of Performance reads as follows: Base Year Option Year I Option Year II Option Year III Option Year IV QUALITY CONTROL AND ASSURANCE QUALITY CONTROL: The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer’s acceptance in writing of any proposed change to his QC system. Contractor shall submit quality control plan 10 days post award date to contracting officer and contracting office
