ECAO Chiller Assembly Replacement
Supply Purchase with Incidental Installation
1. Overview
The Bureau of Reclamation, Eastern Colorado Area Office (ECAO), requires the supply and
incidental installation of a new commercially available water-cooled chiller equivalent in
function and performance to the existing unit currently serving the facility.
The existing chiller is a 50-ton raw water-cooled reciprocating liquid chiller:

The chiller provides cooling for the ECAO office HVAC system. Heat is removed through piped
lake water which passes through the condenser and is discharged back to the lake. Water cooled
by the chiller is circulated to office spaces for temperature conditioning.

This procurement is a purchase of supply with incidental installation services and will be
awarded as a Firm-Fixed-Price contract.
2. Scope of Work
The Contractor shall furnish all labor, supervision, equipment, tools, materials, transportation,
and incidentals necessary to:
• Supply a new water-cooled chiller meeting the specifications in this Statement of Work
• Remove the existing chiller and associated components
• Recover and dispose of refrigerant in accordance with EPA regulations
• Perform mechanical and electrical tie-ins to existing building systems
• Integrate the new chiller with the existing HVAC control system
• Perform startup, testing, and commissioning
• Provide system documentation and operator training
• Provide warranty support for installed equipment

Site Verification Visit
Offerors shall attend a site verification visit prior to submitting a quotation.
The purpose of the visit is to allow offerors to verify field conditions that may affect equipment
selection, installation, and pricing.
Offerors shall verify, at a minimum:
• Electrical power supply and breaker capacity
• Control wiring and PLC interface points
• Supply and return water piping connections and flow rates
• Physical space limitations within the mechanical room
• Access routes for removal of existing equipment and installation of the new chiller
• Installation clearances and service access
Failure of the Contractor to verify existing site conditions prior to quotation submission shall not
constitute grounds for additional compensation after award.
3. Salient Characteristics
The replacement chiller shall meet the following minimum requirements.
General
• Water-cooled chiller
• Nominal 50-ton cooling capacity
• Suitable for commercial HVAC applications
• Designed for 100% duty cycle operation during peak cooling demand
• Installed in an indoor mechanical room
Electrical Requirements
• 460 VAC
• 3-Phase
• 60 Hz
Existing electrical system:
Minimum supply circuit: 75 amps
Maximum overcurrent protection: 100 amps
The replacement chiller shall not exceed these limits.

Refrigerant Requirements
Refrigerant shall comply with: ASHRAE Standard 34 Refrigerant Safety Classification
Preferred refrigerant classification: A1
If an A2L refrigerant is proposed:
• A refrigerant detection system shall be provided
• The system shall comply with UL 60335-2-40
Refrigerants shall comply with:
• EPA Significant New Alternatives Policy (SNAP)
• 40 CFR Part 84 restrictions on hydrofluorocarbons
Noise Requirement
Maximum allowable noise level: 70 dB or less
Measured inside the mechanical room when the chiller is operating and the air handler is not
running.
Control System
The chiller shall include a manufacturer-integrated control, alarm, and diagnostic panel capable
of:
• Operational monitoring
• Fault indication
• Alarm notification
• Diagnostic troubleshooting
Energy Efficiency
Equipment shall comply with:
• Federal Energy Management Program (FEMP) efficiency requirements
• ASHRAE Standard 90.1
Documentation demonstrating compliance shall be provided.
Maintenance Access
Heat exchanger water sides shall be accessible for routine cleaning without removing the chiller
or disassembling major components.

Maintenance procedures shall be explained during staff training.
4. Equipment Space Limitations
The replacement chiller shall fit within the existing installation area.
Available installation space:

Ceiling height in mechanical room: 10 ft 3 in
Contractor shall verify space conditions during the site visit.
5. Removal and Disposal of Existing Equipment
The Contractor shall remove the existing chiller and associated components from Government
property.
The existing system contains R-22 refrigerant.
The Contractor shall:
• Recover refrigerant using EPA-certified technicians
• Handle refrigerant in accordance with Clean Air Act Section 608
• Comply with 40 CFR Part 82 Subpart F
Recovered refrigerant shall be reclaimed, recycled, or disposed of in accordance with applicable
regulations.
Safety Data Sheets (SDS) shall be provided for all hazardous materials used during contract
performance.
6. Installation Requirements
The Contractor shall install the replacement chiller in the same location as the existing unit.
Installation activities include:

• Mechanical connection to existing piping systems
• Electrical connection to the existing electrical panel
• Installation of piping, valves, fittings, and accessories as required
• Use of galvanically compatible materials to prevent corrosion
Removable pipe fittings shall be used where feasible to facilitate maintenance.
Water System Conditions
The system uses untreated lake water which may contain sediment and biological debris.
If additional filtration, pumps, or ancillary equipment are required for proper operation, the
Contractor shall provide and install such equipment as part of the contract price.
