Description

STATEMENT OF WORK for the Purchase of Creech AFB Crash Beam Barriers Background The 432d Security Forces Squadron provides base security and law enforcement operations to support 4.5K Creech AFB personnel 24 hours a day. The protection of personnel, mission-critical assets, and infrastructure at Creech AFB requires robust, automated, and continuous physical security measures. Currently, the installation's flightline Entry Control Points do not have any protection against moving vehicle threats. M30 rated crash beams can stop a 15,000-pound vehicle traveling up to 30 miles per hour and have to ability to open and close allowing for controlled entry and exit of authorized vehicles. Technical Specifications The Contractor shall provide, install, and test two manual, M30 crash-rated drop-arm barriers at Creech AFB to secure the southside flightline Entry Control Points. The system must comply with applicable UFC physical security guidelines and meet the following minimum performance criteria: • Crash Certification & Dimensions: Must be certified to the ASTM F2656-15 standard with an M30/P1 rating (capable of arresting a 15,000 lb vehicle traveling at 30 mph with ≤ 3.3 ft negative penetration). The system must provide a 21-foot clear opening to accommodate standard and wide-body vehicle traffic. • Manual Operation & Security: Must feature manual operation utilizing a heavy-duty, counter-balanced hinge system, allowing a single person to safely lift and lower the beam without electrical assist or excessive ergonomic strain. The receiver post must include a secure latch with a heavy-duty locking pin and padlock capability. • Future Automation Upgradability: To protect the Government's infrastructure investment, the barrier system must possess a modular design. The foundation and stanchion footprint must allow the manual lifting mechanism to be upgraded and retrofitted with a Hydraulic Power Unit (HPU) or electro-mechanical actuator in the future without requiring the demolition of the concrete pad, deep foundation re-excavation, or total structural replacement. • Environmental Survivability: Engineered for the severe high-desert climate of Creech AFB. All external hardware, bearings, and structural finishes must operate continuously in extreme temperatures (10°F to 140°F) and resist degradation from intense UV solar exposure and windblown dust/sand. The beam must feature high-visibility paint (e.g., standard white) with DOT-approved reflective striping (e.g., Scotch-Brite). • Installation & Infrastructure: The Contractor shall perform turnkey installation, including site preparation and utility location. The Contractor is responsible for excavating and pouring a concrete foundation that strictly adheres to the manufacturer's proprietary bolt- down or shallow-foundation engineering drawings to guarantee the M30 crash rating is legally maintained. -- 1 of 2 -- Period of Performance The contractor shall complete all design and construction activities within 120 calendar days from Notice to Proceed (NTP). Construction may not begin until Government conducts a preconstruction meeting with the contractor. -- 2 of 2 --
