PERFORMANCE WORK STATEMENT Road Repair at KLRX & KRGX Next Generation Radar (NEXRAD) Sites Near Battle Ground & Reno Nevada 1. GENERAL INTENTION: It is the intention of this requirement to improve drainage, removal of excess vegetation for vehicular travel on the access roads to the National Weather Service (NWS) Next Generation Radar (NEXRAD) sites located near Battle Mountain, NV (herein KLRX Battle Mountain NEXRAD) and near Reno, NV (herein KRGX Reno NEXRAD). The roads are in need of rehabilitation to a state that allows for proper water runoff and safe vehicular travel. The KLRX Battle Mountain NEXRAD road is approximately 11.7 miles with an estimated maximum slope of 25%. The access road work will start at 40° 41 '26"N 116° 52' 09"W and end at 40° 44 '22"N 116° 48' 10"W. The road has not been serviced in the past few years and is in need of repair services. The KRGX Reno NEXRAD road is approximately 6.06 miles with an estimated average slope of 9% with a max of 22%. The access road work will start at 39°43'19"N 119°31'17"W and end at 39°45'15"N 119°27'43"W. The road was serviced in the past two years and is in need of maintenance services. 2. GENERAL REQUIREMENTS: The contractor shall provide all supervision, labor, tools, materials and equipment necessary to perform work as stated. All work and materials supplied shall be in accordance with these instructions, manufacturer’s specification, all applicable federal, state, local, OSHA, EPA, NEC, NFPA, building and facilities codes and criteria and accepted trade and industry standards. A bid guarantee (due upon Quote submission), Payment and Performance bonds will be required (RFO 52.228-15), and the Davis-Bacon Act will be applicable to this work. The Contractor Shall: 2.1. Provide a Finalized schedule of work with start and completion dates that have an integrated payment milestone schedule at least ten (10) days in advance of starting work & in compliance with the solicitation instructions. 2.2. Accomplish all work according to these instructions and specifications 2.3. Verify all measurements and obtain all permits required for work. 2.4. All work must not impede local traffic and comply with Nevada DOT specifications. 2.5. Ensure all vegetation is cleared alongside the roadway to allow safe traffic flow and fire protection as per DOT standards. 2.6. Imported aggregate base material must meet Nevada DOT specifications for a Type 1, class A material. 2.7. Provide all equipment and machinery necessary to complete the project as set forth in these specifications. 2.8. For KLRX Battle Mountain NEXRAD, provide details in submittal for additional culvert proposals. 2.9 For the KRGX Reno NEXRAD coordinate all onsite work with local Homeowners Association (HOA) the Contractor must: 2.9.1. Have work warning signs posted SURFACE BLADING SPECIFICATIONS: Description: Surface blading is keeping the native or aggregate surfaced road in a condition to facilitate traffic, minimize additional future maintenance, reduce erosion, and provide proper drainage. It includes maintaining the crown, in-slope or out-slope of the traveled roadway and shoulders, water bars, drainage dips, leadoff ditches, berms, turnouts, removal of minor slides and slumps, and other irregularities that prevent normal runoff from the road surface. This routine maintenance extends the road's lifespan and provides a safer, smoother ride for vehicles. Adding imported material to achieve these desired conditions is expected. Requirements: Blading operations shall be conducted when the aggregate contains sufficient moisture to allow for optimum compaction and to prevent segregation of fines. The Contractor shall ensure that existing shoulder aggregates are pulled back into the roadway to maintain the specified width and cross-section without cutting into the ditch backslopes or contaminating the road surfacing with non-aggregate debris. Surface blading shall be performed to reshape a gravel road's surface, restoring the correct crown and potholes or ruts to ensure effective water drainage. The blading shall be performed in such a manner as to preserve the existing cross section and to conserve surface materials. On gravel-surfaced roads, the base must not be disturbed and no surface material may be bladed into the ditch or over the road shoulders. Blading of native surface roads shall be performed so no base material less than 4 inches in the greatest dimension is lost. All ruts, holes, etc., shall be removed by scarifying and/or cutting to the bottom of any surface irregularities. Oversize material brought to the surface in the scarification process shall be removed from the roadway. Surface material which has been displaced to the shoulders, turnouts, outside of curves, etc., shall be brought back so as to leave a uniform depth on the traveled way at completion of blading. Water shall be applied during blading if sufficient moisture is not present to prevent segregation of fines. Roadside cut-slopes or berms shall not be undercut. At intersections, the roadbeds of side-roads shall be graded for a reasonable distance to assure proper blending of the two riding surfaces. Drainage dips and leadoff ditches shall be cleaned and continually maintained to conform reasonably to their original constructed lines, grade, and cross section. Berms shall be repaired promptly by placing selected material as needed to restore the berm to its original condition. All blading operations shall be properly “Signed” in accordance with all applicable State Laws. Surface blading of native surface roads also includes ditch cleaning, which shall be done in accordance with the following ditch cleaning specifications.
