STATEMENT OF OBJECTIVES (SOO)
48th Maintenance Group F-35 Aircraft Wrap Around Stand
24 August 2026
1.0 Purpose
The purpose of this requirement is to develop and obtain one (1) F-35A aircraft
wrap-around phase stand to replace out-of-date and insufficient stands currently in
use.
2.0 Background
The 48th Equipment Maintenance Squadron (EMS) requires a complete, high-
quality F-35A wrap-around maintenance platform to facilitate safe, effective, and
efficient maintenance, repair, and inspection activities. The current existing stands
are insufficient, creating safety hazards and wasting vital turnaround time when
performing PHASE-level inspections on aircraft.
3.0 Scope
The Contractor shall furnish all tools, vehicles, qualified personnel, materials,
equipment, and services necessary to design, manufacture, test, deliver, assemble,
and provide technical documentation for one (1) F-35A aircraft wrap-around stand.
The stand must fully wrap around the aircraft to support maintenance operations
while maximizing available hangar space and turnaround efficiency.
4.0 Period and Place of Performance
Timeline: Within 24 weeks from the time of award (accommodating a minimum
120-day ARO lead time), the completed stand shall be delivered to RAF Lakenheath,
assembled, and set up.
Location: Installation and on-site assembly are to be performed at Building 1219 of
RAF Lakenheath (RAFL), United Kingdom, IP27 9PN.

5.0 Technical & Functional Requirements
To satisfy the 48th EMS operational requirements, the wrap-around stand must
meet or exceed the following technical and functional standards:
5.1 Structure & Materials
Chassis/Frame: Constructed from high-tensile strength, lightweight, and non-
corrosive materials (such as 6061-T6 aluminum) to ensure high strength-to-weight
ratio, long-term durability, and minimal painting or corrosion maintenance.
Welding & Manufacturing: All welding must be performed in accordance with ISO-
9001 quality systems and American Welding Society (AWS) structural aluminum
specification D1.2 by certified welders, and inspected by certified AWS welding
inspectors.
Fasteners & Safety Practices: Sharp edges, burrs, and pinch points must be
eliminated. All hardware and fasteners must be corrosion-resistant and utilize
locknuts or other positive locking methods (excluding safety wire) to minimize
foreign object damage (FOD) and hazardous conditions. Galvanic corrosion
protection must be utilized (such as powder coating or plastic coating) where
dissimilar metals interface.
5.2 Height, Mobility, & Safety
Height Adjustability: The stand must feature height-adjustable legs capable of
safely supporting a working height range from a minimum of 8 feet to a maximum of
12 feet to facilitate high-reach maintenance, repair, and inspection tasks.
Mobility & Wheels: The stand must be equipped with heavy-duty, industrial-grade,
non-marking wheels and swivel castors with integrated brakes and locks. The
design must allow for easy manual movement, rapid positioning around, and quick
removal from the aircraft with minimal horizontal push/pull forces.
Modularity: The maintenance stand must consist of completely modular,
independently mobile sections that connect securely using quick-release locking
devices (such as heavy-duty toggle clamps with positive safety lock mechanisms
requiring manual action to unlock).
Deck Surface: Utilizing custom proprietary, self-draining, and slip-resistant deck
planking with no open holes (preventing small tools, fasteners, or hardware from
falling through). The deck surface must be optimized for safety while remaining
comfortable enough to allow personnel to kneel, lie, or crouch.

Adjustable Deck Sections (Sliders): Integrated, infinitely adjustable sliders that
can be easily extended, retracted, and locked into place by a single person to
contour precisely to the aircraft's shape. Sliders must provide the full load capacity
of the deck with a minimal step-down (no greater than 1/4 inch) to ensure a safe,
gap-free work environment up to the aircraft's skin.
Fall Protection & Handrails: Modular, interchangeable handrail sections painted
Safety Yellow that comply with AFOSH, OSHA, and CALOSH load rating, height, and
length regulations. End handrails must feature sliding extensions to match the deck
sliders.
5.3 Utilities & Tooling
Electrical Outlets: Integrated, relocatable electrical boxes supporting both 120V
(15-amp) and 220V power outlets to seamlessly accommodate both US and UK
ground support and maintenance equipment. These must include a twist-lock inlet
connector, GFCI duplex receptacles, and appropriate extension cabling (such as a
25ft extension cable with a NEMA 5-15 plug). Boxes must be powder-coated safety
yellow and easily relocatable on any handrail midrail.
Pneumatic Manifolds: Relocatable manifolds machined from a solid block of
aluminum (anodized black) with push-to-connect quick disconnects for one (1)
inlet, four (4) outlets, and one (1) pass-through to allow multiple manifolds to be
connected on the same circuit. These must be mounted on brackets powder-coated
safety yellow and easily relocatable on any handrail midrail.
Pneumatic Hose Reels: Integrated heavy-duty auto-rewind hose reels equipped
with 3/8-inch x 50-foot rubber hose rated at 300 PSI, mountable on the side of the
deck or handrails.
5.4 Asset Tracking & Compliance
Unique Identification: All delivered stand platforms must be manufactured and
delivered with a MIL-STD-130 compliant Unique Identification Data (UID) plate
attached in accessible locations.
Regulatory Compliance: Designed and manufactured to meet or exceed OSHA 29
CFR 1910, DAFMAN 91-203 Chapter 13, DAFI 21-101, and AFOSH 91-501 safety
standards.
