48 LRS - Modular Approach Shoring Kit

CUI CUI Statement of Work (SOW) 48 LRS Prefabricated Shoring Kit at Royal Air Force (RAF) Lakenheath 1.0 Introduction -- 1 of 5 -- CUI CUI 1.1 Mission: 1.2 Background: Requirements mandated by AFI 24-605 V2, Section 3B, Cargo and Mail Documentation, Packaging, marking, and Labeling, requires that the shipper provides specialized shoring for the shipment of their cargo. In order to maintain the integrity of the shippers shoring kit, a prefabricated shoring kit will be maintained at the Air Transportation Function to alleviate any damage to the shippers shoring kit. This does not relieve the shipper of providing shoring. 1.3 Scope: Contractor to manufacture and ship the prefabricated shoring kit to be used in lieu of the shoring kit provided by the shipper on a case-by-case basis. 2.0 General Requirements 2.1 Business Relations: The Contractor shall successfully integrate and coordinate all activity needed to execute this requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall promptly identify issues to the Government and take timely corrective action. The Contractor shall seek to ensure mission partner satisfaction and professional and ethical behavior of all contractor personnel. 2.2 Contract Management & Administration 2.2.1 Contract Management: The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of resources assigned to the requirement. The Contractor must maintain continuity between the mission partner and the contractor’s corporate offices. 2.2.2 Contract Administration: The Contractor shall establish processes and assign appropriate resources to effectively administer the contract. The Contractor shall respond to the Governments requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support the contract. The Contractor shall assign resources in order to maintain proper and accurate records related to this contract. 2.3 Subcontract Management: If applicable, the Contractor shall be responsible for any subcontractor and any subcontractor management necessary to integrated work executed under this contract. 2.4 Hours of Work: Work days are from Monday through Friday excluding US federal holidays and UK bank holidays. Work hours are from 0800 to 1700 local UK time. 3.0 Product Specifications 3.1 The contractor must provide transportation, safety equipment, any other items necessary to supply the prefabricated shoring kit for the 48 th Logistics Readiness Squadron, located at RAF Lakenheath UK. 3.2 Quantity Two (2): Approach Shoring Kits -The Ramp Section and associated support kit (stands etc.) that can be placed over or under the ramp of a C5/C17/C130 - The Pre-Fabricated shoring kit system shall be capable of loading self-propelled vehicles, towed trailers, and other items winched into the aircraft or ship, with a minimum tire diameter of 24”. - The system shall be compatible with C-130, C17 & C5 aircraft; all LCACs; and JHSVs. - When under a full load, no pressures on aircraft/ship cargo floor or cargo ramp shall exceed 50 pounds per square inch. - Each left/right ramp component assemblies shall be rated at 26,000 lbs. maximum single axle, (36" wide, no thicker than 6”, two Stainless Steel carry handles on each side. - All stands shall be equipped with two Steel Rods (used to pin components together) - The ramp assembly must have a top surface composed of high-traction rungs. The 48 Logistics Readiness Squadron (LRS) is a subordinate unit of the 48 Mission Support Group (48 MSG) and is the deployment function for the 48 Fighter Wing (48 FW) under the Major Command of the United States Air Forces in Europe (USAFE). Mobilizing the 48th Fighter Wing (FW) in times of contingency and peacetime. -- 2 of 5 -- CUI CUI - System should be modular, with the capability to be assembled in numerous lengths (130” to 788”) and heights (0” to 55”). - All components that come in contact with the aircraft/ship cargo floor or cargo door shall have smooth belting bonded securely to the base (e.g., Ramp Pads, and Stands). - All components shall be certified by ATTLA. - All Hitch Pins, Lynch Pins, Hitch Pin Clips, and Retaining Clips will be tethered to prevent FOD on military flightline or tarmac. - Ramps should be designed to meet the minimum ATTLA requirements for: • Flight Line Tow Tractor FLTT16-4x2 and FLTT16-4x4 (Bobtail) 2017.04.24 Rev 1 • Eagle EB2-5 Flightline Tow Tractor Bobtail 2020.08.19 Rev 1 • MJ-1B/C Bomb Lift and MHU-83 Bomb Lift 2016.04.19 Rev 6 • Hyster H40FT-AF 4K Forklift 2019.11.01 3.3 Shoring kit should be provided in a minimum of two skids 2652 lbs. each (estimated), measuring approximately 98 inches long x 48 inches wide x70 inches heigh. 3.4 The equipment used in this requirement must meet or exceed the Department of Defense (DOD) safety standards and display the required safety marks per DoDI 6055.01. 3.5 The contractor has full responsibility for the crating and shipment of equipment and delivery of goods required to provide this Prefabricated Shoring kit. Shipping crates should be in compliance with ATTLA and DoDM 4140.65 (Issue, Use and Disposal of Wood packaging Materials) (WPM). 3.6 Delivery Requirements: Requested delivery is within 90 days of contract award to: 48 Logistics Readiness Squadron Bldg 1035, RAF Lakenheath Brandon Suffolk IP27 9PN 4.0 Special Requirements 4.1 Security & Safety 4.1.1 Operational Security (OPSEC): If any installation is required to take place in a Government facility, the Contractor shall be familiar with the organizational critical information and indicators list (CIIL) and OPSEC policy of any installation they require access to.
