STATEMENT OF OBJECTS
1. OVERVIEW: The existing environmental controls and HVAC system at building 252 paint
booth #2 is not sufficient for current OSHA requirements and is beyond its expected life span. The
Existing Booth has an approximate 1200 square foot cross sectional area. The existing booth is
uninsulated and has a 100% outside air (OA) design at approximately 75 Feet per Minute (FPM)
if averaged over the 1200 sqft. To increase the airflow through the booth to an average of 100 FPM
this will require 120,000 total Cubic Feet per Minute (CFM). The equipment that is located Behind
the Paint Hangar Building is insufficient to locate a 100% (OA) design. The system should be
converted to a paint booth with 80/20 recirculation design. This is a turnkey project. All supporting
work such as demolition and removal of equipment, electrical, piping, ducting, concrete pads, etc.,
and the addition or modification of equipment, electrical, piping, ducting, concrete pads, etc. will
be covered under the contractors work.
Equipment Parameters: Equipment shall meet the following requirements
1) Equipment Design Parameters
a. Ambient Outside Air Design Conditions: The design of the mechanical systems is
based on local 0.4% Nellis AFB, NV 2017 ambient data.
Summer Cooling: 109.2° FDB/ 67.3° FWB
Summer Dehumidification: 66.1° FDP/ 80.1° FMCDB
Winter Heating: 28.5° FDB (heating)
Note: The site conditions outlined above are based on historical climate data listed as
99.6% coincidence and is based on averaged data with assumed standard deviations. Climatic
extremes will occur that fall outside of the conditions listed above. The extreme conditions are
rare but may exceed the design capacities of the system.
2) Equipment Sizing:
a. “Maintain Conditions Within the Window: The equipment will be sized to
fluctuate within the tolerance window for temperature and humidity. Below are the
operating windows of the Paint Booth.
Spray/Brush-Roll (Summer) 65-70° F at 40% - 60% rH
Spray/Brush-Roll (Winter) 65-70° F at 40% - 60% rH Ambient Cure 65-70° F, no
humidity control
3) Coating Data (Type C Form 1 RAM) provided by Nellis AFB
a. Spray application window on aircraft in the environmental range of 65-75° F at 40-
60% rH
Paint Mode: The total airflow during paint mode is designed to be 120,000 CFM. Paint mode
provides full air velocity in the booth to remove overspray. The airflow during paint mode
recirculates 80% of the air and replaces 20% with fresh air. The temperature during paint mode
is held in the range 65-70° F and humidity is held at 40%-60%. rH.

Ambient Cure Mode: The total airflow during cure mode is 120000 CFM. Cure mode is used to
force-dry coatings after painting by providing an ambient temperature of 65-70° F for a set
period of time. Humidity control is not provided during cure mode.
Purge Sequence: The total airflow during purge mode is 120000 CFM. If there is an upset or
alarm condition, such as a high LEL alarm, the air solenoid valves close to stop compressed air
going to the spray operation and the fans continue to run to reduce VOC levels. The system will
remain in purge mode until an operator checks the conditions and allows a reset.
SCOPE: Provide the following replacement equipment for 252-2 Paint Booth to include removing
all old equipment.
1) Replace Air handlers
2) Replace Chiller
3) Replace exhaust system
4) Replace all other sub components required to meet equipment design parameters
5) Upgrade electrical as required.
6) Equipment Installation, Commissioning & Training
7) Demolition and proper disposal of existing equipment will be required.
8) Prior to start of work, provide temporary construction fencing with privacy fabric at all
openings to the airfield and secure to block wall.
9) At the end of each day and at the completion of the project, the contractor will clean all job-
related debris from area. A post construction inspection will be conducted with contractor, CE
and the customer.
10) Provide As-built drawings, owner manuals, and warranty information prior to close out of
contract.
1. LOCATION: The project site is located at Nellis Air Force Base, Nevada. The Main Base
is located approximately 9 miles north of downtown Las Vegas on Highway US 93 (Las Vegas
Blvd.). NAFB consists of three main areas: the Main Base, Area II, and Area III. The specific
project location is on the Main Base in Building 252, the Corrosion Control Facility, located at the
intersection of Tyndal and Griffiss, NAFB, NV, 89084.
2. ENVIRONMENTAL PROTECTION: All work and the contractor’s operations shall
comply with the requirements imposed by all applicable federal, state, local, and NAFB laws,
regulations, codes, and permits (including NAFB Management Plan 12) concerning environmental
protection. If required per the task in the area where work is to be performed, an asbestos-
containing material and a lead-based paint test will be done by the 99 CES.

3. CONTRACTOR PERSONNEL: The contractor’s personnel shall conduct themselves in a
professional manner.
4. QUALITY ASSURANCE: The government, through the 99 CES Representative, will
periodically evaluate the contractor’s performance in accordance with the specific contract
performance requirements.
5. WORKING HOURS: Standard working hours are from 7:00 a.m. to 4:00 p.m. Monday
through Friday excluding Federal Holidays and the day after Thanksgiving.
6. GENERAL CONDITIONS: All work must be in compliance with and conform to industry
standards and applicable manufacturer’s recommendations. Any electrical wiring, connections,
and structural designs shall be installed IAW latest version of the NFPA 70 National Electric Code
(NEC), Uniform Mechanical Code, and NFPA 54, ASME CSD-1 (Controls & Safety Devices).
